Abstract
Indonesia as an agricultural country faces challenges in the agricultural sector, such
as inequality in land ownership. Agrarian Reform is present as a policy to address
this problem with the aim of creating fair land distribution, improving farmer
welfare, and supporting sustainable development. Through related regulations, the
government seeks to accelerate land redistribution, asset legalization, and
community empowerment. This study analyzes the acceleration of the
implementation of Agrarian Reform from a legal perspective to support people's
prosperity. The main problem in agrarian reform is the inequality of land ownership
which causes social and economic injustice. This study examines the development
of agrarian reform regulations, as well as the role and responsibilities of the
government in accelerating its implementation in accordance with legal provisions
to achieve agrarian justice and community welfare. This study aims to determine
and study the development of regulations from Agrarian Reform to address
inequality in land ownership structures and to analyze and understand in depth the
role and responsibilities of the government in accelerating the implementation of
agrarian reform. This study uses a normative research type, using secondary data
supported by primary legal materials, secondary legal materials, and tertiary legal
materials, data acquisition through secondary data, namely literature studies with a
legal principles approach and qualitative data analysis. The results of this study
indicate that 1) agrarian reform continues to develop from the old order to the
reform era. 2) The government is responsible for policies, land redistribution, and
community empowerment in the implementation of agrarian reform. 3) Presidential
Regulation 86 of 2018 is continued by Presidential Regulation 62 of 2023 which
emphasizes the acceleration of the implementation of land redistribution, more
structured conflict resolution, and economic empowerment of beneficiaries.
