The development of Information Technology and Telecommunications has affected many aspects of people’s life, not only in lifestyle but also in business and governance. This disruptive technology is a double-edged knife, on the one hand it has an impact on convenience, speed and transparency but it can also can lead to new crimes called cybercrime and the exposure of personal data as human privacy rights. Regulation of Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 1 of 2021 on Electronic Certificates is the government's effort to modernize land regulation in Indonesia. This policy raised conflicts in the community regarding analogue certificates withdrawal, the guarantee of the security of electronic certificate as well as personal data security. To protect the data security some security method on the Electronic Certificate being implemented by government such as with electronic signatures, QR Codes guaranteed by National Cyber and Crypto Agency, 2 (two) authentication factors and also blockchain technology. Digitalisation in the land sector increase enforce personal data security protection as its a citizen's right according to the constitution. Law No. 27 of 2022 on Personal Data Protection which has just come into force on October 17, 2024 was launched by Government as a legal umbrella for citizens' rights to personal protection. It gives direction for personal data definition, treatment and sanctions. Personal data gathering must be based on consent, relevant, and stored in a reliable electronic system. This regulation may still not be able to cover in depth personal data protection, but it imposes responsibility the Ministry of Agrarian and Spatial Planning/Head of the National Land Agency as electronic systems organiser to protect data of land rights owner.
