The tourism sector is the highest contributor of dividends in Indonesia, including in Bali Province and Gianyar Regency. Tourism activities in Gianyar Regency are carried out based on the Balinese Cultural Tourism Standards established by the local government. Currently, there are 8 (eight) Daya Tarik Wisata (DTW) jointly managed by the Gianyar Regency Government and Desa Adat through a revenue-sharing agreement on entrance ticket sales. The local government is responsible for ensuring that DTW management complies with tourism standards, while the Desa Adat retains ownership of the attractions. To assess the alignment of these management agreements with applicable standards, research is required on both the procedures and the substance of the cooperation agreements, along with a normative analysis of their implementation. Data collection for this research was conducted through a legal principles and synchronization approach, complemented by interviews with Bendesa, the Gianyar Tourism Office, and a Professor of Balinese Customary Law. Findings indicate that the current agreements do not yet reflect fairness, particularly for the Desa Adat. Therefore, an authorized legal facilitator is needed. The involvement of a notary who is independent, impartial, and professional is seen as a crucial solution in drafting equitable DTW management agreements in Gianyar Regency.
