Abstract
Fenomena maraknya penggunaan pinjaman online (pinjol) ilegal di Indonesia menunjukkan bahwa kelompok usia 19–34 tahun merupakan pengguna terbesar layanan tersebut. Pada tahun 2025, generasi milenial memasuki rentang usia 24–39 tahun, sehingga menjadi kelompok yang perlu mendapatkan perhatian khusus terkait risiko penggunaan pinjol ilegal. Pemerintah melalui Otoritas Jasa Keuangan (OJK) merespons masalah ini dengan meluncurkan kampanye anti pinjaman online ilegal melalui berbagai media, termasuk media sosial Instagram. Penelitian ini bertujuan untuk mengetahui bagaimana persepsi generasi milenial
terhadap kampanye anti pinjaman online ilegal di Instagram, serta untuk mengidentifikasi faktor-faktor yang mendorong mereka menggunakan pinjaman
online ilegal. Penelitian menggunakan pendekatan kualitatif dengan metode wawancara mendalam terhadap empat orang generasi milenial. Hasil penelitian
menunjukkan bahwa secara kognitif, kampanye ini dinilai memberikan informasi yang jelas dan relevan. Secara afektif, informan merasa kampanye menyentuh
secara emosional dan meningkatkan kesadaran akan bahaya pinjol ilegal. Sementara itu, secara konatif, sebagian besar informan mengaku terdorong untuk
mencari tahu lebih lanjut, menyebarkan informasi kampanye kepada orang terdekat, dan lebih berhati-hati dalam memilih layanan pinjaman online. Adapun
faktor-faktor yang mendorong generasi milenial menggunakan pinjol ilegal meliputi kemudahan akses, proses yang cepat tanpa syarat rumit, kebutuhan
mendesak, minimnya edukasi, tampilan promosi yang meyakinkan, serta faktor psikologis seperti rasa malu dan keengganan menghadapi proses birokrasi resmi / The phenomenon of the rampant use of illegal online loans (pinjol) in Indonesia shows that the age group of 19-34 years is the largest user of the service. In 2025,
the millennial generation will enter the age range of 24–39 years, so it is a group that needs special attention regarding the risks of using illegal loans. The
government through the Financial Services Authority (OJK) responded to this problem by launching an anti-illegal online lending campaign through various
media, including Instagram social media. This study aims to find out how millennials perceive the anti-illegal online lending campaign on Instagram, as
well as to identify the factors that encourage them to use illegal online loans. The research uses a qualitative approach with an in-depth interview method with four
millennial generation. The results of the study show that cognitively, this campaign is considered to provide clear and relevant information. Affectively, informan felt that the campaign touched emotionally and raised awareness of the dangers of illegal lending. Meanwhile, conatively, most informan admitted that
they were encouraged to find out more, disseminate campaign information to the
people closest to them, and be more careful in choosing online loan services. The
factors that encourage the millennial generation to use illegal loans include ease
of access, a fast process without complicated conditions, urgent needs, lack of
education, convincing promotional appearances, and psychological factors such
as embarrassment and reluctance to face the official bureaucratic process.
