Abstract

The return of the Taliban regime in Afghanistan in 2021 sparked global concern, particularly regarding restrictions on women's rights in the areas of education, employment, and social freedoms. As a country that upholds human rights and gender equality, Indonesia has an interest in responding to these issues through a foreign policy that is in line with constitutional values and an active role in international diplomacy. This study aims to analyze Indonesia's foreign policy towards the Taliban regime in Afghanistan, focusing on the issue of restricting women's rights. The results of the study show that Indonesia takes a soft diplomacy approach through calls for inclusive dialogue, humanitarian assistance, and participation in multilateral forums to encourage the protection of women's rights in Afghanistan.In conclusion, Indonesia seeks to carry out a balanced foreign policy between human rights principles and diplomatic prudence in dealing with complex situations under the Taliban regime. Data was obtained through analysis of policy documents, official statements by the Indonesian government, and publications from international organizations. The research was conducted between January through April 2025 continuously with secondary data sources from the official website of the Indonesian Ministry of Foreign Affairs and international organizations such as the United Nations and the OIC.The results of the study show that Indonesia takes a soft diplomacy approach through calls for inclusive dialogue, humanitarian assistance, and participation in multilateral forums to encourage the protection of women's rights in Afghanistan.In conclusion, Indonesia seeks to carry out a balanced foreign policy between human rights principles and diplomatic prudence in dealing with complex situations under the Taliban regime. / Kembalinya rezim Taliban di Afghanistan pada tahun 2021 memicu kekhawatiran global, khususnya terkait pembatasan hak-hak perempuan di bidang pendidikan, pekerjaan, dan kebebasan sosial. Sebagai negara yang menjunjung tinggi hak asasi manusia dan kesetaraan gender, Indonesia memiliki kepentingan untuk merespons isu tersebut melalui kebijakan luar negeri yang sejalan dengan nilai-nilai konstitusional dan peran aktif dalam diplomasi internasional. Penelitian ini bertujuan untuk menganalisis kebijakan luar negeri Indonesia terhadap rezim Taliban di Afghanistan, dengan fokus pada isu pembatasan hak-hak perempuan. Hasil penelitian menunjukkan bahwa Indonesia menempuh pendekatan diplomasi lunak melalui seruan dialog inklusif, bantuan kemanusiaan, serta partisipasi dalam forum multilateral guna mendorong perlindungan hak perempuan di Afghanistan. Kesimpulannya, Indonesia berupaya menjalankan kebijakan luar negeri yang seimbang antara prinsip HAM dan kehati-hatian diplomatik dalam menghadapi situasi kompleks di bawah rezim Taliban. Data-data dukung diperoleh melalui analisis dokumen kebijakan, pernyataan resmi pemerintah Indonesia, serta publikasi dari organisasi internasional. Penelitian dilakukan pada Januari hingga April 2025 secara berkelanjutan dengan sumber data sekunder dari situs resmi Kementerian Luar Negeri RI dan organisasi internasional seperti PBB dan OKI.
