Abstract
The relocation of the capital city of the Republic of Indonesia from Jakarta to
Nusantara Capital City (IKN) in East Kalimantan represents a long-term
geopolitical strategy that positively and constructively influences the geopolitical
dynamics of the Southeast Asian region. Employing an interpretative approach and
qualitative research methods, this thesis utilizes the theory of realism alongside the
concepts of sustainable development, traditional security, non-traditional security,
and geopolitics. The study finds that the development of IKN serves as a momentum
for Indonesia to enhance its influence and leadership within Southeast Asia. The
research concludes that: (1) through the development of IKN, Indonesia is
strengthening its material capabilities via infrastructure development, as well as
regional political, security, and economic approaches; (2) Southeast Asian countries
do not necessarily view the relocation as a threat, but rather as an opportunity for
shared progress, particularly in the sub-regional area of Borneo; (3) the momentum
of IKN's development indicates Indonesia's application of a balance of power
strategy, while reinforcing its statism through military capability enhancement as a
domestic policy, economic diplomacy, and a strengthened role within ASEAN; (4)
the substantial involvement of foreign investment or funding in IKN’s development
raises critical questions regarding the claim of state-centrism in the capital’s
relocation process. / Pemindahan Ibu Kota Republik Indonesia dari Jakarta ke Ibu Kota Nusantara (IKN)
di Kalimantan Timur merupakan strategi Geopolitik Indonesia jangka panjang yang
mempengaruhi dinamika geopolitik kawasan Asia Tenggara yang positif dan
konstruktif. Melalui pendekatan interpretative dan metode penelitian
kualitatif, penulisan tesis ini menggunakan teori realisme serta konsep-
pembangunan berkelanjutan, keamanan tradisional, keamanan non-tradisional serta
geopolitik. Penelitian ini menemukan bahwa pembangunan IKN merupakan
momentum bagi Indonesia untuk menjadi negara dengan pengaruh dan
kepemimpinan yang lebih kuat di kawasan Asia Tenggara. Penelitian ini juga
menyimpulkan bahwa (1) Indonesia melalui pembangunan IKN sedang
memperkuat kapabilitas materialnya melalui pembangunan
infrastruktur, pendekatan politik, keamanan dan ekonomi regional. (2) Negara-
negara di Asia Tenggara tidak selalu memandang perpindahan tersebut sebagai
ancaman, tetapi juga peluang untuk meraih kemajuan bersama serta terutama
di wilayah sub-regional Borneo (3) Dengan adanya momentum pembangunan
IKN, Indonesia sedang menerapkan ( balance of
power, sembari memperkuat ‘statism’nya dengan menambah kemampuan
militer sebagai kebijakan domestik, dan menggelar diplomasi ekonomi serta
meningkatkan perannya di ASEAN. (4) Banyaknya investasi atau dana asing dalam
pembangunan IKN juga membuka pertanyaan tentang state-centrism yang di klaim
ketika dalam pembangunan IKN.
