Abstract

Mineral downstream becomes one of the most important national transformation strategies, proposed by the President of the Republic of Indonesia. Nickel as the cornerstone of Indonesia’s downstream industry has drawn many foreign investors especially from China. While their economic contribution is undeniable, the operations of nickel smelter of Chinese-origin investors have sparked public controversies tied to environmental, safety, and cultural friction issues, revealing a critical need for strategic communication that extends beyond conventional communication strategy. Few studies systematically examine how strategic communication can be designed to reshape public sentiment in politically sensitive landscapes. This study addresses the gap by investigating how Chinese-origin investors construct and execute its communication strategies to manage reputational challenges and reconfigure their narrative positioning in Indonesia. This study adopts a qualitative, explanatory case study approach rooted in the constructivist-interpretive paradigm. Data was gathered through in-depth interviews with senior management from companies engaged in nickel industry. The findings reveal that public distrust becomes one of the most complex reputational challenges toward Chinese-origin investors in Indonesia nickel industry. It is shaped not only by direct experience but also by historically embedded stereotypes, mediated narratives, and socio-political anxieties. In that situation, effective reputation management requires culturally resonant strategic communication that aligns corporate narratives with local values, addresses symbolic injustices, and leverages trusted intermediaries to co-construct meaning. There is a need for participatory and adaptive communication approaches that go beyond persuasive messaging to actively reshape media framing and restore legitimacy in the public eyes. This study proposes a multi-level strategic communication model that incorporates participatory engagement and narrative adaptation. It will serve as a blueprint for foreign investors operating in emerging economies. By reframing communication as a form of social negotiation rather than corporate defense, this study contributes to advancing the discourse on strategic messaging in high-stakes industrial sectors. / Hilirisasi mineral menjadi salah satu strategi transformasi nasional terpenting yang diusulkan oleh Presiden Republik Indonesia. Nikel sebagai landasan hilirisasi industri di Indonesia, telah menarik banyak investor asing terutama dari Tiongkok. Meskipun kontribusi ekonomi mereka sangat besar, operasional smelter nikel oleh investor asal Tiongkok banyak memicu kontroversi publik yang terkait dengan isu-isu lingkungan hidup, keselamatan kerja, dan pergesekan budaya, hal ini menunjukkan adanya kebutuhan mendesak atas komunikasi strategis lebih dari sekedar strategi komunikasi konvensional. Beberapa penelitian secara sistematis mengkaji bagaimana komunikasi strategis dapat dirancang untuk membentuk kembali sentimen publik dalam lanskap yang sensitif secara politik. Studi ini menjawab kesenjangan dengan meneliti bagaimana investor asal Tiongkok membangun dan menjalankan strategi komunikasinya untuk mengelola tantangan reputasi serta meng-konfigurasi ulang posisi narasi mereka di Indonesia. Studi ini menggunakan pendekatan studi kasus kualitatif dan eksplanatif dan berakar pada paradigma konstruktivis-interpretatif. Data dikumpulkan melalui wawancara mendalam dengan manajemen senior dari perusahaan-perusahaan yang bergerak di industri nikel. Temuan penelitian ini mengungkap bahwa ketidakpercayaan publik terhadap investor asal Tiongkok di industri nikel Indonesia dibentuk tidak hanya oleh pengalaman langsung tetapi juga oleh stereotip yang tertanam secara historis, narasi yang dimediasi, dan isu sosial-politik. Praktik komunikasi strategis sebagian besar masih bersifat top-down dan reaktif, sering kali tidak berhasil dalam melibatkan ekosistem narasi lokal. Namun, perusahaan yang menerapkan pesan yang sarat dengan budaya, memperkuat penyelarasan internal [perusahaan], dan terlibat dalam narasi yang transparan lebih berhasil dalam mengurangi sentiment negatif dan mendapatkan legitimasi [dari publik]. Penelitian ini mengusulkan model komunikasi strategis multilevel yang menggabungkan keterlibatan partisipatif dan narasi yang adaptif. Model ini akan berfungsi sebagai blueprint bagi investor asing yang beroperasi di negara berkembang. Dengan membingkai ulang komunikasi sebagai bentuk negosiasi sosial daripada sifat defensive perusahaan, penelitian ini akan berkontribusi dalam memajukan hal-hal terkait pesan strategis di sektor industri yang berisiko tinggi.
