Abstract

Penelitian ini membahas ancaman Digital Silk Road (DSR) Tiongkok terhadap kedaulatan digital negara-negara mitra di Asia Tenggara, dengan fokus pada studi kasus Indonesia, Malaysia, Filipina, dan Kamboja. Topik ini penting karena teknologi telah menjadi instrumen baru dalam kontestasi kekuasaan global. DSR tidak hanya merupakan proyek infrastruktur digital, tetapi juga berfungsi sebagai alat ekspansi geopolitik yang memperluas pengaruh Tiongkok melalui penciptaan ketergantungan struktural dan ideologis terhadap teknologi dan standar digitalnya. Penelitian ini dianalisis menggunakan teori ketergantungan Marxis dan teori hegemoni Gramsci untuk mengungkap bagaimana dominasi digital Tiongkok diterima secara sukarela oleh negara-negara mitra, membentuk bentuk soft dependency yang tidak disadari. Dengan pendekatan kualitatif dan metode studi kasus komparatif, penelitian ini menemukan bahwa proyek DSR meningkatkan konektivitas digital tetapi sekaligus melemahkan otonomi strategis negara mitra. Respons negara-negara Asia Tenggara bervariasi, mulai dari penerimaan penuh hingga resistensi terbatas melalui diversifikasi mitra, regulasi data, dan kerja sama regional. Studi ini menyimpulkan bahwa dominasi digital Tiongkok di Asia Tenggara terbentuk bukan melalui paksaan, tetapi melalui konsensus hegemonik yang menjadikan ketergantungan sebagai sesuatu yang wajar dan bahkan diinginkan. / This study examines the threat posed by China's Digital Silk Road (DSR) to the digital sovereignty of Southeast Asian partner countries, focusing on case studies of Indonesia, Malaysia, the Philippines, and Cambodia. The topic is significant as technology has emerged as a new instrument in global power competition. The DSR is not merely a digital infrastructure initiative, but also a geopolitical tool that extends China’s influence through the creation of structural and ideological dependency on its technologies and digital standards. This research applies a qualitative approach with a comparative case study method and is analyzed using Marxist Dependency Theory and Gramsci's theory of hegemony to reveal how China’s digital dominance is voluntarily accepted by partner states, resulting in a form of soft dependency that often goes unrecognized. The findings indicate that while the DSR enhances digital connectivity, it simultaneously undermines the strategic autonomy of partner countries. Responses across Southeast Asia vary, from full acceptance to limited resistance, through strategies such as diversifying technology partners, strengthening data regulation, and fostering regional cooperation. This study concludes that China’s digital dominance in Southeast Asia is not established through coercion, but through hegemonic consensus that normalizes dependency as both rational and desirable.
