Abstract
Changes in education policy and the development of the times require school principals to think innovatively and strategically in managing schools. This study aims to explore the entrepreneurial thinking of a school principal in utilizing educational report data to enhance the quality of educational services at SDN XYZ Kupang. The Merdeka Belajar policy, through the Education Report, requires schools to conduct data-based planning. However, the implementation of this policy still faces challenges. Using a qualitative case study approach, this research involved the principal, the supervisor, and three teacher representatives as participants through interviews, observations, and document analysis. The study found that the principal encountered challenges, particularly the low level of teacher’s data literacy. Nevertheless, through entrepreneurial thinking, the principal was able to identify opportunities from the Education Report, manage risks by considering human resources, facilities, infrastructure conditions, budget allocation, and implement innovations through three main strategies: data-driven approaches, leadership and commitment, as well as monitoring and evaluation. The impact is evident in the improved quality of services, as seen in the achievement of components of the National Education Standards, particularly the increased student performance in literacy and numeracy, positive changes in teacher work culture, and strengthened collaboration through learning communities. / Perubahan kebijakan pendidikan dan perkembangan zaman menuntut kepala sekolah berpikir inovatif dan strategis dalam manajemen sekolah. Penelitian ini bertujuan untuk mengeksplorasi pemikiran kewirausahaan kepala sekolah dalam memanfaatkan data Rapor Pendidikan untuk meningkatkan kualitas layanan di SDN XYZ Kupang. Kebijakan Merdeka Belajar melalui Rapor Pendidikan menuntut satuan pendidikan melakukan perencanaan berbasis data. Namun, implementasi kebijakan ini masih menghadapi kendala di lapangan. Dengan menggunakan pendekatan kualitatif studi kasus, penelitian ini melibatkan kepala sekolah, pengawas pembina, dan tiga orang perwakilan guru sebagai narasumber melalui wawancara, observasi, dan studi dokumen. Penelitian ini menemukan bahwa kepala sekolah menghadapi kendala rendahnya literasi data guru. Namun, melalui pemikiran kewirausahaan, kepala sekolah mampu mengenali peluang dari hasil Rapor Pendidikan, mengelola risiko dengan mempertimbangkan keadaan sumber daya manusia, kondisi sarana-prasarana, dan alokasi anggaran serta mengimplementasikan inovasi melalui tiga strategi utama yaitu berbasis data, kepemimpinan dan komitmen serta monitoring dan evaluasi. Dampaknya terlihat pada peningkatan kualitas layanan melalaui pencapaian komponen Standar Nasional Pendidikan (SNP), secara spesifik yang terlihat dari kenaikan capaian literasi dan numerasi siswa, perubahan positif dalam budaya kerja guru, serta penguatan kolaborasi melalui komunitas belajar.
