Abstract
This study examines leadership communication strategies in encouraging employee participation in decision-making at the Regional Public Company (Perumda) Paljaya. The background of the study is rooted in the challenges commonly faced by public sector organizations, particularly organizational instability. In public institutions, leadership style plays a crucial role in shaping the level of employee engagement. Organizational communication theory and participative leadership form the theoretical foundation to explain how communication patterns, information transparency, and superior-subordinate relationships create space for participation in decision-making processes. Using a qualitative approach, the study provides an in-depth exploration of the subjective experiences of organizational actors. Findings reveal that although formal forums such as meetings serve as communication platforms, employee participation remains symbolic or consultative. Variations in leadership styles also influence how far employees can express their views and contribute to decision-making. Open and dialogic leadership styles have proven effective in fostering a more collaborative and inclusive work environment. Therefore, participative leadership is not merely a strategic choice but a necessity in building healthy, adaptive, and sustainable organizational communication. / Penelitian ini mengkaji strategi Komunikasi kepemimpinan dalam mendorong partisipasi karyawan dalam pengambilan keputusan di Perusahaan Umum Daerah (Perumda) Paljaya. Latar belakang kajian ini berpijak pada tantangan organisasi sektor publik yang kerap menghadapi ketidakstabilan. Dalam konteks organisasi publik, gaya kepemimpinan memiliki peran krusial dalam menentukan tingkat keterlibatan karyawan. Teori komunikasi organisasi dan kepemimpinan partisipatif menjadi dasar dalam menjelaskan bagaimana pola komunikasi, keterbukaan informasi, serta relasi antara atasan dan bawahan membentuk ruang partisipasi dalam proses pengambilan keputusan. Untuk menelusuri dinamika tersebut, penelitian ini menggunakan pendekatan kualitatif yang memungkinkan penggambaran mendalam atas pengalaman subjektif para aktor organisasi. Temuan menunjukkan bahwa meskipun forum-forum resmi seperti rapat telah menjadi sarana komunikasi, partisipasi karyawan masih bersifat simbolik atau konsultatif. Variasi dalam gaya kepemimpinan pimpinan juga menjadi faktor pembeda dalam sejauh mana staf dapat menyampaikan pendapat dan berkontribusi dalam proses pengambilan kebijakan. Gaya kepemimpinan yang terbuka dan dialogis terbukti menciptakan atmosfer kerja yang lebih kolaboratif dan inklusif. Oleh karena itu, penerapan kepemimpinan partisipatif tidak hanya menjadi pilihan strategi, melainkan kebutuhan dalam membangun komunikasi organisasi yang sehat, adaptif, dan berorientasi pada keberlangsungan institusi.
