Children need to be protected from the negative impacts of rapid development, the flow of globalization in the fields of communication and information, advances in the fields of science and technology, as well as changes in the styles and ways of life of some parents which have brought about fundamental social changes in people's lives which are very influential on children's values and behavior. Deviant behavior or unlawful acts committed by children are caused, among other things, by factors outside the child. The main reason a child comes into conflict with the law is not because of the rational choice of the person concerned but rather because of various factors outside themselves. In fact, we all have a responsibility to prevent situations where children encounter the law. If this has already happened, it is also our responsibility to find a fair solution. For this reason, in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, it is linked to the principle of legal benefit, so it is found that the instruments issued by the government in statutory regulations are in accordance with the principle of legal benefit. The only problem that remains is whether this instrument can be implemented by all law enforcement officials. Because once again, even if the instrument is good but is not well understood by the enforcers, it will be difficult to implement.
