Abstract
This study tries to analyze about the progress of the security issues in South China Sea from 1992 to 2012. Security in South East Asia region has progressed. The progress can be seen when ASEAN as governments organization of South East Asia gives more concern on this issue through its action in easing tensions and conflict that happens between claimants. ASEAN’s effort in order to reconcile conflict is enforcing the meetings and negotiations that attended both by ASEAN and China. The purpose is to prevent the dispute to escalate into conflict. The period of study was taken from the year 1992 where ASEAN began to pay more attention on the issue of the South China Sea until year 2012. This study finds that the process of conflict resolution results the declarations that are signed by claimants that aim encouragement of cooperation building in the South China Sea instead of conflict. This cooperation intended to change the focus of the claimants from their interests in South China Sea to South China Sea’s interest in security and conserving the sea. So that the sea would become conducive for shipping, trading and diplomatic relations in region. Declarations as conflict resolution are The 1992 ASEAN Declaration of South China Sea dan The 2002 Declaration of Conduct Of Parties In The South China Sea. But, both of the declaration not yet be a effective resolution for the conflict.
