Abstract

Terrorism today has become an important issue in global politics, especially in International Relations, one of the terrorist leaders who are being discussed that Umar Patek, a major issue in this thesis, Umar Patek is an Indonesian citizen, who had joined in the JI (Jemaah Islamiyah). Umar Patek is a potential JI, terlebh because he has built relationships with a large group like Al- Qaeda. Umar Patek terrorist action at the time of the Bali bombing, after the action of the terrorist, Umar Patek resigned from membership in JI, and then fled to Pakistan. Then Patek was captured by Pakistani military security and detained in Pakistan. Indonesia seeks to repatriate Umar Patek to Indonesia, but Indonesia does not have an extradition treaty with the government of Pakistan, as well as other constraints that there are 3 other countries who also has an interest in Umar Patek. In this case the Government of Indonesia made several approaches to the Pakistan government. So that Umar Patek finally be repatriated to Indonesia and could be tried in Indonesia. The method used in this research is a case study with a qualitative approach. Source of data used are primary and secondary data. Data collection techniques using in-depth interviews and observation techniques pegamat as participants for the collection of primary data, as well as techniques to study the documentation and bibliography of secondary data collection. In-depth interviews were conducted with key informants to determine one and two informants. The results showed that in its efforts to repatriate Umar Patek, Indonesia use approach mutual relationship that could eventually repatriate Umar Patek to Indonesia.
