Indonesia is a country that has so many different cultures and religions. Speaking of religion, Indonesia recognizes 6 types of religions, Catholic, Christian, Moslem, Buddhist, Hindu. Every religion also needs a house of worship and to be able to build a house of worship in Indonesia it requires permission. Licensing is regulated in a joint regulation of the minister of religion and the minister of domestic affairs No. 9 of 2006 and No. 8 of 2006 on Guidelines for Implementation of Duties of Regional Head / Deputy Head of Region in Maintaining Religious Harmony, Empowerment of Religious Harmony Forum, and Establishment of House of Worship. This thesis describes the procedure of forming a house of wordship in Indonesia. And explain how the application wraps up YasminChuch in Bogor which is problematic in the development process because of the permit. The research method used is normative study method which focus on regulation of two ministers, Ministry of Religious Affairs and Ministry of Interior. This study shows that there is no problem with the existing rules concerning the procedures for the formation of word houses in the Indonesian language and on the case of YasminChurch, the main problem is that the local government (mayor) makes unwise decisions based on pressure from the local population.
