Abstract

To establish a building in Kabupaten Deli Serdang required building permit issued by the Department of Investment and One-stop Integrated Service as an effort of control and supervision by the government. The formulation of the problem in this research is how the procedure of granting building permits in Deli Serdang district and how the constraint of granting building permits in Deli Serdang district. To answer the problem studied, the research method used in this research is normative and analytical descriptive. The results of this study indicate that in practice the granting of permits implemented by the Department of Investment and One-stop Integrated Service in Deli Serdang District is in accordance with the provisions of applicable law. However, obstacles are still found in the process of giving building permits such as the time of issuance of an uncertain license, lack of facilities and infrastructure and operational funds. The Deli Serdang regency government should make a regulation that requires disclosure of information regarding the process of licensing so that the applicant can know the extent to which the Department of Investment and One-stop Integrated Service process the permit. The government should also avoid illegal levies by paying more attention to the welfare of the employees involved and the implementation of administrative sanctions to the people who do not take care of building permits.
