Certificate is a strong and authentic evidence of land rights, but in practice, there are numbers of double certificates disputes. This can be acknowledged in the case number: 03/G/2012/PTUN-BKL. In this case, double certificate disputes arise when the holders of land rights sued the Land Office of Bengkulu Tengah, who deliberately issued a new certificate for the same object and area. This study aims to determine two results: the factors that can cause double certificates and forms of settlement of double certificates disputes by the National Land Agency. To achieve these objectives, the researchers used a technique of collecting data through library research. The data that have been obtained from the results of the study were processed through qualitative analysis to determine the factors that could cause double certificate and forms of settlement of double certificates disputes by the National Land Agency. Based on this research, we can conclude that: First, double certificate can be caused by two factors: law factors and non-law factors. The law factors are caused by inadequate regulation and overlapping type of judiciary. The non-law factors are caused by the errors of the National Land Agency, mistakes and lack of awareness of the land rights holder, and natural disaster. Second, the National Land Agency have General Directorate to solve the double certificates disputes. The settlement of land rights disputes by the National Land Agency can be done through mediation, administrative settlement, and court proceedings.
