Abstract

Persaingan Iran dan Arab Saudi adalah salah satu fitur utama dan aktor utama yang terlibat dalam banyak konflik dan perselisihan di Timur Tengah. Kedua negara bersaing untuk kepemimpinan regional melalui keseimbangan klasik kekuasaan dan persaingan ideologis. Setelah 2010 Arab Spring yang berubah menjadi Arab Uprising, membawa perubahan pada dinamika regional Timur Tengah. Pergeseran dinamis regional ini membawa perubahan dalam status quo Timur Tengah dan juga membawa peluang baru bagi Iran dan Arab Saudi untuk menyebarkan pengaruhnya. Salah satunya melalui pihak ketiga, faksi-faksi lokal yang mencari sekutu regional untuk mendukung mereka mendapatkan kekuasaan dalam politik domestik mereka. Oleh karena itu, baik Iran dan Arab Saudi menggunakan perang proksi untuk mencari pengaruh. Jadi, untuk memahami dinamika permusuhan antara Iran dan Arab Saudi setelah 2010 Arab Spring dan pemanfaatan perang proksi untuk kepentingan mereka, terutama manajemen proksi dan jenisnya. Penelitian ini menganalisis data yang dikumpulkan dari berbagai sumber menggunakan kerangka kerja Neorealisme dan metode penelitian kualitatif — kombinasi metode perbandingan deskriptif dan historis. Penelitian ini menemukan dinamika permusuhan antara Iran dan Arab Saudi sensitif terhadap berbagai faktor yang dikaitkan dengan dilema keamanan mereka yang intens dan bagaimana Arab Spring semakin meningkatkan dilema keamanan mereka yang mendorong mereka untuk menggunakan perang proksi. Penelitian ini juga menemukan jenis perang proksi yang dihasilkan dalam dinamika Iran dan Arab Saudi yang bermusuhan dan bagaimana kedua negara mengelola proksi-prokinya dari 3 studi kasus./ Iran and Saudi Arabia’s rivalry is one of the prominent features and main actors involve in many conflicts and dispute in the Middle East. Both countries compete for regional leadership through classic balance of power and ideological competition. After the 2010 Arab Spring which turned into Arab Uprising, brought changes to Middle East’s regional dynamic. The regional dynamic shift brings changes in the Middle East status quo and bring new opportunities for Iran and Saudi Arabia for influence. One of which through third party, struggling local factions that seek for regional ally to support them to gain power in their domestic politics. Hence, both Iran and Saudi Arabia utilize proxy wars in order to seek influence. So, in order to understand the dynamic of hostility between Iran and Saudi Arabia after 2010 Arab Spring and utilization of proxy wars for their interest, especially the proxy management and its types. This research analyze data gathered from multiple sources using the framework of Neorealism and research method of qualitative—combination of descriptive and historical comparison method. This research found the dynamic of hostility between Iran and Saudi Arabia is sensitive to various factors that attribute to their intense security dilemma and how the Arab Spring further increase their security dilemma that pushed them to use proxy wars. In addition, throughout three case studies able to conclude the types of proxy wars produced within the hostile dynamic of Iran and Saudi Arabi and how both countries manage its proxies.
