The spread of neoliberal power in the world began to emerge in the 20th century and not just run by the United States as a core countries but also the Third World countries such as Bolivia and Venezuela, and give effect to the response of those Third World countries. Bolivia and Venezuela's response began with opposition to neoliberal policies by the public is increasingly retarded as a result of exploitation conducted by the core countries that brought the neo-liberal policies. The aim of this study was to determine the causes of the crisis, explain the response along with the country's efforts in Bolivia and Venezuela to face the forces of neoliberalism and find out the similarities and differences of those countries' efforts in face the financial crisis in 1997-2002. The method used in this thesis is a qualitative research method which used literature research based Neomarxisme theory, the theory of dependency and world system theory. Beside of that, the writer also used the concept of crisis and social revolution. The results show that the concept of social revolution led by socialist leader is a form of response to the political strength of the economy over an injustice in obtaining the fundamental rights of community life. Given the social movements, at least there is a fundamental change in the structure of economic and political life out of the system that causes retardation in both countries.
