Abstract
Tesis ini bertujuan untuk melakukan penelitian terperinci tentang kebijakan luar negeri India terhadap Sentralitas ASEAN berdasarkan identitas dan kepentingan nasionalnya. Mengadopsi Konstruktivisme melalui metode komparatif historis, tesis menyimpulkan bahwa Kepentingan Nasional India akhir-akhir ini adalah sebuah hasil pencapaian dari perjalanan panjang berbagai hubungan di masa lampaunya di bidang sosio-kebudayaan, keagamaan, politik, ekonomi, dan kontak-kontak dagang era tradisional di kawasan Indo-Pasifik. Peran India secara alami dipandang sebagai ‘pusat utama’ pengaruh ekonomi dan budaya di wilayah tersebut. Lebih lanjut, masih menjadi perdebatan bahwa penemuan kembali Kepentingan Nasional India, pada dasarnya berhubungan dengan realisasi dari diperolehnya identitas terbaru sebagai ‘pusat utama’ di kawasan Indo-Pasifik. Sebuah analisis secara konseptual terhadap kebijakan ‘Melihat ke Timur’ dan kemudian menjadi ‘Tanggap ke Timur’ menunjukkan bahwa strategi ini menghimpun berbagai kepentingan nasional terbaru India yang secara tidak langsung bertujuan mempertahankan peran India sebagai sebuah ‘kekuatan besar’ yang menghubungkan negara-negara di Afrika dan di Teluk dengan kawasan Asia Timur dan Asia Tenggara. Peran strategi ‘Sentralitas ASEAN’ menjelaskan bahwa kemajuan sebuah kawasan Indo-Pasifik sebagai sebuah kawasan yang stabil, inklusif dan independent adalah situasi yang saling menguntungkan bagi India maupun negara-negara ASEAN, hal ini mendorong meningkatnya pendapatan perdagangan masing-masing selain juga mencegah terjadinya polarisasi kawasan dan menjamin keamanan dan ketahanan regional. / The thesis aims to conduct a detailed research of the Indian foreign policy toward ASEAN centrality based on its national identity and interest. Adopting Constructivism through a historical comparative method, it found that the current national interests of India are a product of the long-standing historical relations of its socio-cultural, religious, political, economic, and traditional-trades engagements in the Indo-Pacific region. India’s role is naturally seen as a major center of economic and cultural influence in the region. Furthermore, it also argues that the reinvention of the Indian national interests is primarily connected with the realization of this newly acquired identity. A conceptual analysis of the ‘Look East’ vision and then ‘Act East’ policy demonstrate that this strategy accumulates the new national interests of India that imply maintaining its role as a major power that connects African and Gulf States with East and Southeast Asia. The role of ‘ASEAN Centrality’ in this strategy and elucidates that the promotion of a stable, inclusive, and an independent Indo-Pacific region is favorable to the interests of both India and ASEAN states, allowing them to increase their trade revenues while also preventing the region’s polarization and guaranteeing the environment of security and regional resilience.
