Abstract
Kebijakan ASEAN yang dinyatakan melalui statement KTT ASEAN 2017 merupakan unsur representasi dari suatu diskursus kapitalisme global yang dicirikan oleh penggunaan instrumental rationality dari berbagai aktor internasional (pemerintah Myanmar, negara-negara ASEAN, China) dengan efek fiksasi identitas bagi etnis Rohingya yang terhempas jauh dari proses deliberasi meskipun mereka pemangku kepentingan yang sah dari isu yang sedang disikapi. Strategi ini mendominasi diskursif yang mendistorsi bentuk komunikasi ideal dalam upayanya untuk membangun prinsip keadilan dan kesetaraan deliberatif. Penelitian ini berusaha untuk mengoperasikan etika diskursus dalam tindakan komunikatif sebagai upaya untuk melumpuhkan pondasi sistem kapitalisme global yang telah dirancang kebal terhadap kritik dan perubahan. Meskipun mengambil permulaan kritik pada kebijakan komunitas ASEAN, namun pada akhirnya peran etika diskursus juga menyerang bentuk hegemoni yang lebih besar dalam wajah kapitalisme global. Sistem ini telah memarjinalkan hak-hak etnis Muslim Rohingya melalui berbagai instrumen, baik yang dilakukan oleh negara, komunitas internasional maupun lembaga sosial internasional. Penelitian ini dirancang dengan menggunakan pendekatan post-strukturalis, namun demikian tidak sepenuhnya mengabaikan peran dari pemikiran postivist. Dengan meminjam pisau bedah analisis Jürgen Habermas melalui tindakan komunikatif maka etika diskursus menjadi mungkin sebagai bentuk cahaya pengharapan yang sah sebagai satu prosedural untuk situasi wacana yang ideal. / ASEAN’s policy expressed through the 2017 ASEAN Summit Statement is an element of representation of a discourse of global capitalism characterized by the use of instrumental rationality from various international actors (the government of Myanmar, the ASEAN countries, China) with the effect of identity fixation for the Rohingya ethnic group which is far removed from the process deliberation even though they are legitimate stakeholders of the issue being addressed. This strategy dominates the discursive space that distorts the ideal form of communication in its efforts to establish principles of justice and deliberative equality.This research seeks to operate the discourse ethics in communicative action to knock out the foundations of the global capitalist system that has been designed immune to criticism and change. Although taking the beginning of criticism of ASEAN community policy, in the end, the ethical role of discourse also attacks a greater form of hegemony in the face of global capitalism. The system has marginalized the rights of ethnic Rohingya Muslims through various instruments, both those carried out by the state, the international community, and international social institutions. This study was designed using a post-structuralist approach, however, it did not completely ignore the role of the positivist role. By borrowing the surgical knife of Jurgen Habermas’s analysis through communicative action, the discourse etchics become possible as a procedural form to achieve the ideal discourse.
