Abstract

HAM telah berkembang menjadi salah satu agenda penting dalam studi hubungan Internasional. Tragedi pelanggaran HAM yang sering terjadi di dunia, membuat negara-negara kini mulai menaruh perhatian terhadap HAM. Begitu juga dengan Indonesia sebagai anggota dari masyarakat internasional yang sampai saat ini masih menjadi sorotan masyarakat internasional terkait penanganan HAM yang selalu menemui kendala, sehingga masyarakat internasional mempertanyakan komitmen dan ketaatan Indonesia terhadap norma internasional. Sebagai bentuk pengakuannya terhadap norma internasional yang berkaitan dengan HAM, Indonesia selalu berupaya untuk menjaga identitas serta kedaulatan negaranya melalui kebijakan dan pencapaiannya didalam masyarakat internasional. sehingga, sikap pluralisme Indonesia terhadap rezim internasional terkait statuta roma menjadi satu pembahasan yang menarik untuk dianalisa. Karena di antara semua rezim internasional yang berkaitan dengan HAM, hanya statuta roma yang tidak di ratifikasi oleh Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode single case study. Data yang dikumpulkan diperoleh dari berbagai sumber melalui studi kepustakaan yang relevan. Teknik pengolahan serta analisis data menggunakan teknik deskriptif dan eksplanatif yang dilakukan secara teliti dan mendalam. Terdapat tiga hasil utama dalam penelitian ini. Pertama, terdapat berbagai masalah yang dihadapi Indonesia dalam proses penyelesaian HAM. Kedua, Kebijakan Pemerintah sebagai upaya pembentukan citra dan identitas negara. Ketiga, Pluralisme Indonesia terhadap norma internasional terkait statuta roma. // Human rights have developed into a crucial agenda in the study of international relations. The tragedy of human rights violations that often occur in the world has made countries begin to pay attention to human rights. Likewise, Indonesia as a member of the international community is still in the spotlight of the international community related to the handling of human rights which have always encountered obstacles, so the international community questions Indonesia's commitment and adherence to international norms. As a form of recognition of international norms relating to human rights, Indonesia always strives to maintain the country's identity and sovereignty through its policies and achievements in the international community. Thus, the attitude of Indonesian pluralism towards international regimes related to the Rome Statute is an interesting discussion to analyse. Besides, among all international regimes related to human rights, only the Rome Statute was not ratified by Indonesia. This study uses a qualitative approach with a single case study method. The data collected was obtained from various sources through relevant literature studies. Data processing and analysis techniques use descriptive and explanatory techniques that are carried out carefully and thoroughly. There are three main results in this study. First, there are various problems faced by Indonesia in the process of resolving human rights. Second, The Government Policy as an effort to form the country's image and identity. Third, Indonesian pluralism towards international norms related to the Rome Statute.
