Abstract

Kisruh antara KPK dan Polri terjadi lagi untuk ketiga kalinya. Penetapan Komisaris Jenderal Budi Gunawan sebagai tersangka rekening tak wajar dan gratifikasi oleh KPK justru menimbulkan permasalahan antara kedua belah pihak. Tidak lama setelah penetapan tersebut Bambang ditangkap oleh Bareskrim Polri atas tuduhan mengarahkan saksi memberikan keterangan palsu dalam sengketa Pilkada Kotawaringin Barat pada 2010. Permasalahan yang dialami oleh dua lembaga penting ini tidak terlepas dari sorotan media massa diantaranya, Surat kabar harian Kompas dan Koran Tempo. Namun tanpa disadari pemberitaan suatu media dapat mempengaruhi opini publik. Penelitian ini menggunakan metode penelitian kualitatif dengan analisis framing model framing Robert N. Entman. Model ini terdiri dari empat elemen yaitu pendefinisian masalah (define problems), memperkirakan masalah atau sumber masalah (diagnoses causes), membuat keputusan moral (make moral judgement), dan menekankan penyelesaian (treatment recommendation). Tujuan penelitian ini adalah untuk mengetahui bagaimana harian Kompas dan Koran Tempo mengonstruksi pemberitaan mengenai penangkapan Wakil Ketua KPK Bambang Widjojanto. Hasil penelitian ini adalah penulis menemukan bahwa melalui elemen Entman, pendefinisian masalah harian Kompas berfokus pada perkembangan kasus Bambang sementara Koran Tempo melalui elemen memperkirakan masalah atau sumber masalah menyampaikan dalam pemberitaannya bahwa pihak KPK merupakan korban dalam kasus ini dan Polri sebagai penyebab atau sumber masalah. / Disputes between KPK and Police were happen for the third time. The establishment of the Commissioner-General Budi Gunawan as a suspect by KPK add problems between both of the parties. Chairman Bambang Widjojanto. After the establishment, Bambang was arrested by the Criminal Investigation Police on charges of directing the witness to give false testimony in the dispute over Kotawaringin Barat elections in 2010. The problems of these two important institutions is inseparable from the media spotlight, such as daily newspapers Kompas and Koran Tempo. However unwittingly news media can influence public opinion. Using framing analysis with a qualitative approach, the author uses Robert N. Entman's framing model. There are four element in this model such as define problems, diagnoses causes, make moral judgement, and treatment recommendation. The purposes is to know how the newspaper Kompas and Tempo frame the news about the arrest of KPK Deputy Chairman Bambang Widjojanto. Results of this research is that author found that through the element Entman, the defining promblems of daily Kompas focuses on the case of Bambang, while daily Tempo through the element of diagnoses causes tell messages that KPK is the victim of Police as a cause or source of problem.
