Abstract

This thesis is a study to analyse the effectiveness of the implementation of teacher performance appraisal at SMP Keluarga Kusuma North Jakarta. This study explores the implementation model of teacher performance appraisal; analyses whether pedagogical competence, social competence, personality competence and professional competence are integrated in performance appraisal; how is the teacher's response to the performance evaluation implementation model and how does it impact the implementation of the teacher performance evaluation model in SMP Keluarga Kusuma? This study uses a qualitative approach with the CIPP (Context, Input, Process and Product) evaluation model to see whether the teacher performance evaluation implementation model can still be used or needs to be replaced by other models or the existing forms of assessment need to be modified. The results of this study indicate that teacher performance appraisal has not been in accordance with the objectives of the performance appraiser that should have occurred. The assessment criteria and rubrics are unclear. The benefits of performance appraisals conducted so far have not been felt by all teachers. This performance evaluation is still a routine activity at the end of the year. / Tesis ini adalah sebuah penelitian untuk menganalisis efektivitas pelaksanaan penilaian kinerja (performance appraisal) guru di Sekolah Menengah Pertama (SMP) Keluarga Kusuma Jakarta Utara. Penelitian ini mendalami model pelaksanaan penilaian kinerja guru; menganalisis apakah kompetensi pedagogik, kompetensi sosial, kompetensi kepribadian dan kompetensi profesional diintegrasikan dalam penilaian kinerja; bagaimana respon guru terhadap model pelaksanaan penilaian kinerja dan bagaimana dampak pelaksanaan model pelaksanaan penilaian kinerja guru di SMP Keluarga Kusuma Jakarta? Penelitian ini menggunakan pendekatan kualitatif dengan model evaluasi CIPP (Context, Input, Process dan Product) untuk melihat apakah model pelaksanaan penilaian kinerja guru masih tetap dapat digunakan atau perlu diganti model yang lain atau bentuk penilaian yang ada perlu dimodifikasi. Hasil penelitian ini menunjukkan penilaian kinerja guru selama ini belum sesuai dengan tujuan dari penilai kinerja yang seharusnya terjadi. Kriteria dan rubrik penilaian belum jelas. Manfaat penilaian kinerja yang dilakukan selama ini belum dirasakan oleh semua guru. Penilaian kinerja ini masih bersifat kegiatan rutinitas setiap akhir tahun.
