Abstract

Human Resources (HR) is a competitive advantage to face various challenges and determine an organizational success. Organizational strategy must lead the available resources to realize the vision and mission of the organization, therefore strategic policies in HR management through employee planning, managing and controlling are needed. Good HR management can deliver a good employee’s performance and effort to achieve organizational goals. Driven by the decreased results on organizational performance for clean government, capacity and accountability of organizational performance, quality of public services provided components at the Ministry of Trade in 2018 based on evaluation result by the Ministry of Administrative and Bureaucratic Reform, this research try to examine and to analyze the impact of employee engagement and OCB on job performance of the Ministry of Trade employees using quantitative approach of 250 civil servant respondents by fill out the googleform questionnaire during Mei 2020. The questionnaire contains 44 questions with Likert scale 1-5, and respondents choosen by simple random sampling method and using Structural Equation Model (SEM) based on Partial Least Square (PLS) analysis tools. The Study results are employee engagement and OCB has a positive impact on job performance, and the employee engagement has a positive impact on OCB too. / Sumber Daya Manusia (SDM) merupakan keunggulan daya saing untuk menghadapi berbagai tantangan dan menentukan keberhasilan suatu organisasi. Strategi organisasi harus mengarahkan sumber daya yang ada untuk mewujudkan visi dan misi organisasi, sehingga diperlukan kebijakan yang strategis dalam manajemen SDM baik itu melalui perencanaan, pengelolaan maupun pengendalian pegawai. Manajemen SDM yang baik dapat menghasilkan pegawai yang memiliki kinerja yang baik dalam mendukung upaya pencapaian tujuan organisasi. Adanya fenomena penurunan kinerja organisasi meliputi komponen pemerintahan yang bersih dan bebas KKN, kapasitas dan akuntabilitas kinerja organisasi, kualitas pelayanan yang diberikan kepada masyarakat oleh Kementerian Perdagangan tahun 2018 berdasarkan hasil dari evaluasi pelaksanaan reformasi birokrasi yang dilakukan oleh Kementerian Pemberdayaan Aparatur Negara dan Reformasi Birokrasi, mendorong penelitian ini untuk menguji dan menganalisa apakah employee engagement dan organizational citizenship behavior (OCB) berpengaruh terhadap kinerja pegawai Kementerian Perdagangan, dengan menggunakan pendekatan kuantitatif terhadap 250 responden Pegawai Negeri Sipil di Kementerian Perdagangan yang mengisi kuesioner melalui googleform yang dikumpulkan selama bulan Mei 2020. Kuesioner berisi 44 pertanyaan, dengan skala Likert 1-5, dimana responden dipilih melalui metode simple random sampling, dengan alat analisis Structural Equation Model (SEM) berbasis Partial Least Square (PLS). Hasil dari penelitian ini menunjukan bahwa employee engagement dan OCB berpengaruh positif terhadap kinerja pegawai serta employee engagement berpengaruh positif terhadap OCB.
