Abstract

Construction activities which are one of the investment activities are always successful, but activities will always emerge. The risks that occur can negatively affect the project's target, namely cost, quality and time, and are part of the implementation of construction. Colliers International Indonesia revised its 2016- 2018 performance report from 77,549 units to 75,083 units, in this case there were several things such as construction, schedules, or project development. Likewise, Perumnas did not reach the RSH / apartment development target in 2016 which was planned to be 10,089 units and realized 9,742 units (KDA, 2017, BPS). The problems that will be used in this study are in the process of construction, analysis, and construction in the construction process, and provide results from the results of this study. This study will examine various references and relevant research results, including: theories about management, theories about the construction process, theories about projects, theories about operational management, parties in the construction industry, portrait studies in Tangerang, and various relevant research results in the last 10 years. The research methodology that will be used are: issue studies, identification of research problems, literature studies, analysis and discussion. The risk identification results obtained 75 independence variables (X) and one dependent variable (Y) and the results of risk analysis obtained 6 risk variables that influence the operational performance of apartment construction projects by forming the regretion equation Y = 0.115 X38 + 0.108 X20 + 0.148 X29 + 0.189 X54 + 0.214 X35 + 0.172 X48 + 0.38. From the above equation, Y is the operational performance of apartment buildings in Tangerang, variable X38 labor-related problems (availability of expert labor, production power, supervisory staff) which have an influence of 50,0%, variavel X20 namely construction method / wrong or improper work that has an effect of 17.6%, X29 variable number of equipment that is insufficient which has an effect of 8.2%, X54 variable occurrence of work accidents that have an effect of 4.0% and X35 variable is not enough experienced personnel who have an influence of 4.2%, and variable X54 has insufficient financial availability by the owner who has an influence of 3.8%. Risk response strategies to prevent risk are carried out by avoiding risks and reducing/mitigating risks. The results of this analysis recommend to manage risk by considering the magnitude and level of importance of the impact that will affect the operational performance of the apartment project. / Kegiatan konstruksi yang merupakan salah satu kegiatan investasi selalu mengharapkan keberhasilan, namun kegiatan investasi akan selalu muncul risiko. Risiko yang terjadi dapat berpengaruh buruk pada sasaran proyek yaitu biaya, mutu dan waktu, serta sekaligus merupakan kendala dalam pelaksanaan konstruksi. Colliers International Indonesia merevisi proyeksi persediaan apartemen tahun 2016-2018 dari 77.549 unit menjadi 75.083 unit, penurunan ini terjadi karena beberapa hal seperti proses pembangunan yang lambat, jadwal peletakkan batu yang terlambat, atau permasalahan ijin pembangunan. Demikian juga Perumnas tidak mencapai target pembangunan RSH/apartemen pada tahun 2016 yang merencanakan 10.089 unit dan terealisasi 9.742 unit (KDA, 2017, BPS). Permasalahan yang akan diselesaikan dalam penelitian ini adalah mengidentifikasi risiko pada proses konstruksi, menganalisis risiko tahap konstruksi proyek, mengelola risiko pada proses konstruksi, dan memberikan rekomendasi dari hasil kajian penelitian ini. Penelitian ini akan mengkaji berbagai referensi dan hasil penelitian yang relevan, antara lain: teori tentang manajemen risiko, teori tentang proses konstruksi, teori tentang kinerja proyek, teori tentang manajemen operasional, para pihak dalam industri konstruksi, kajian potret kawasan apartemen di Tangerang, dan berbagai hasil penelitian yang relevan dalam 10 tahun terakhir. Metodologi penelitian yang akan digunakan adalah: kajian isu, identifikasi permasalahan penelitian, kajian pustaka, analisis dan pembahasan. Hasil identifikasi risiko diperoleh 75 variabel risiko bebas (X) dan satu variabel terikat (Y) dan hasil analisis risiko diperoleh 6 variabel risiko yang berpengaruh terhadap kinerja operasional proyek konstruksi apartemen dengan membentuk persamaan regresi Y = 0,115 X38 + 0,108 X20 + 0,148 X29 + 0,189 X54 + 0,214 X35 + 0,172 X48 + 0,38. Dari persamaan di atas adalah, Y sebagai kinerja operasional pada bangunan apartemen di Tangerang, variabel X38 masalah yang berhubungan dengan ketenagakerjaan (ketersediaan tenaga kerja ahli, daya produksi, staff pengawas) yang mememiliki pengaruh sebesar 50%, variavel X20 yaitu metode konstruksi/pelaksanaan kerja yang salah atau tidak tepat yang memiliki pengaruh sebesar 17,6%, variabel X29 jumlah peralatan yang tidak mencukupi yang memiliki pengaruh sebsar 8,2%, variabel X54 terjadinya kecelakaan kerja yang memiliki pengaruh sebesar 4,0% dan variabel X35 tidak cukupnya personil yang bengalaman yang memiliki pengaruh sebesar 4,2%, serta variabel X54 tidak tersedianya keuangan yang cukup oleh owner yang berpengaruh sebesar 3,8%. Strategi respons risiko untuk mencegah risiko dilakukan dengan cara menghindari risiko dan mengurangi/mitigate risiko. Hasil analisis ini merekomendasikan untuk mengelola risiko dengan mempertimbangkan besaran dan tingkat kepentingan dampak yang akan berpengaruh terhadap kinerja operasional proyek apartemen.
