Abstract

Tanzania merupakan salah satu negara dengan jumlah anak yang bekerja atau biasa disebut dengan pekerja anak terbanyak di dunia. Kualitas hidup setiap anak yang bekerja secara otomatis terpengaruh secara negatif. Maka, organisasi internasional turut ikut campur dalam menangani dan berusaha menyelesaikan masalah anak yang bekerja yang terjadi di Tanzania. Organisasi internasional yang sudah terbukti turun tangan dalam mengatasi masalah ini adalah ILO. ILO ingin memastikan bahwa semua upayanya didasari dengan mengundang pemerintah, pengusaha dan pekerja untuk bersama-sama menyusun peraturan tenaga kerja, mengawasi pelaksanaannya, meningkatkan kesadaran masyarakat, serta menyusun kebijakan dan juga merencanakan program – program guna mengatasi banyaknya anak yang bekerja yang ada dengan menjalin suatu kerja sama internasional. Dengan menggunakan metode kualitatif, teori dan konsep relevan dalam hubungan internasional, penelitian ini bertujuan menganalisis latar belakang, implementasi, dan hasil yang telah dicapai melalui penerapan program – program ILO. Salah satu bidang yang paling berbahaya dan paling banyak dilakukan oleh anak yang bekerja di Tanzania adalah bidang agrikultural, khususnya di sektor tembakau, kopi, dan teh. ILO dan pemerintah Tanzania bekerja sama mengeliminasi anak yang bekerja dengan program dan proyek yang diciptakan, sesuai dengan perspektif neoliberalis. Kesimpulan dari penelitian ini adalah bahwa, karena pada awal kerja sama program yang dijalankan kurang membuahkan hasil, akhirnya ILO kembali menciptakan banyak program baru yang diharapkan dapat berdampak lebih positif dibandingkan sebelumnya. / Tanzania is one of the countries with the highest number of child laborers in the world. The quality of life of every child who works as child labor is automatically negatively affected. Thus, international organizations intervened in dealing with and trying to solve the problem of child labor that occurred in Tanzania. An international organization that has proven to be involved in overcoming this problem is ILO. ILO wants to ensure that all of its efforts are based on inviting governments, employers and workers to join on the making of labor regulations, oversee their implementation, raise awareness, and formulate policies and also plan programs to tackle the prevalence of child labor by establishing an international cooperation . Using qualitative methods, theories and concepts relevant to international relations, this study aims to analyze the background, implementation, and results that have been achieved through the application of ILO programs. One of the most dangerous and most practiced areas of child labor in Tanzania is agriculture, particularly in the tobacco, coffee and tea sectors. ILO and the government of Tanzania are working together to eliminate child labor with programs and projects created according to a neoliberalist perspective. The conclusion of this study is that, because at the beginning of the cooperation programs that were run did not produce enough results, thus the ILO finally created many new programs which are expected to have a more positive impact than before.
