Abstract

Berbagai upaya sudah dilakukan untuk melakukan kegiatan pengendalian penyakit flu burung pada unggas peliharaan di Indonesia sejak merebak ditahun 2003. Penyakit flu burung sudah menyebabkan kerugian material yang besar bagi perekonomian perunggasan Indonesia. Salah satu upaya pemerintah adalah meningkatkan kapasitas Sumber Daya Manusia yang menangani penyakit flu burung dilapangan dengan memberikan pelatihan untuk meningkatkan kapasitas petugas kesehatan hewan lapangan. Kurang lebih ada dua ribu delapan ratus enam puluh empat petugas terlatih di tiga puluh dua provinsi diseluruh Indonesia. Penulis tertarik untuk meneliti sejauh mana pengaruh pelatihan partisipatif terhadap motivasi dan kinerja petugas kesehatan hewan dalam komitmen organisasi Dinas dalam upaya mengendalikan penyakit flu burung di wilayah kerja mereka. Dari hasil penelitian, berdasarkan analisa uji secara kuantitatif, didapatkan hasil bahwa terdapat pengaruh positif pelatihan partisipatif terhadap motivasi kerja petugas dengan nilai koefisien jalur 0,696, terdapat pengaruh positif pelatihan partisipatif terhadap kinerja petugas dengan nilai koefisien jalur 0,721, terdapat pengaruh positif pelatihan partisipatif terhadap komitmen organisasi nilai koefisien jalur 0,163, terdapat pengaruh positif motivasi terhadap komitmen organisasi dengan nilai koefisien jalur 0,554, dan terdapat pengaruh positif kinerja petugas terhadap komitmen organisasi Dinas XYZ dengan nilai koefisien jalur 0,192. Diharapkan hasil temuan ini dapat digunakan untuk memaksimalkan motivasi dan kinerja petugas kesehatan hewan dalam mengendalikan penyakit flu burung dan penyakit hewan lainnya / There are enormous efforts have been done in order to prevent the avian influenza disease on poultry farms since the outbreak in 2003 in Indonesia This disease has a huge impact on the economic problems of poultry farms in Indonesia. One of Indonesia’s government solution is increasing the human resources capacity by giving training for handling the disease directly on the field. Currently, there are approximately 2.864 trained animal health officers covered 32 provinces all over Indonesia. According to this fact, author is interested to do further research on how far a participatory and performance support training can influence the commitment of animal health officers preventing the disease in their work areas. Based on the research by qualitative and analyze test, there are some results which show that there are positive influences of participatory method on the motivation (path coefficient value 0,696) and performance of animal health officers (path coefficient value 0,721) as well as their commitment to the organizations (path coefficient value 0,163). In addition, there are positive influences in the motivation of organisation’s commitment (path coefficient value 0,554) as well as the performances in Dinas XYZ (path coefficient value 0,192). Hopefully these research findings can be used not only for increasing the motivation of animal health officers to prevent the avian influenza disease but also the other animal diseases
