Abstract

Persimpangan adalah bagian dari ruas jalan dimana arus dari berbagai arah atau jurusan bertemu. Itulah sebabnya di persimpangan terjadi konflik antara arus dari jurusan yang berlawanan dan saling memotong, sehingga mengakibatkan terjadinya kemacetan di sepanjang lengan simpang. Penelitian ini bertujuan untuk mengetahui kinerja simpang tak bersinyal dan memberikan solusi alternatif berdasarkan Manual Kapasitas Jalan Indonesia (MKJI) 1997. Penelitian ini dilakukan di simpang tiga di Jalan Pantai Indah Utara 2. Daerah tersebut merupakan daerah komersial dan memiliki hambatan samping yang rendah. Penelitian ini dilakukan saat masa pandemi COVID19 dimana kota Jakarta melakukan pembatasan sosial berskala besar. Data lalu lintas diperoleh dari pengamatan langsung di lapangan pada jam 16.30 sampai 17.30, selama kurang lebih 12 hari dari tanggal 15 Februari sampai 27 Februari 2021. Analisa juga dilakukan pada setiap ruas jalan di persimpangan, dan hasil derajat kejenuhan untuk semua ruas jalan yaitu dibawah 0,75 yang artinya setiap ruas jalan dapat mengakomodir arus lalu lintas saat jam sibuk. Unit yang digunakan dalam analisa yaitu satuan mobil penumpang (smp). Dari hasil analisis pada persimpangan, didapat nilai kapasitas (C) sebesar 2079 smp/jam, arus lalu lintas (Q) sebesar 4489 smp/jam, dan derajat kejenuhan (DS) sebesar 2,16. Nilai ini melebihi yang disarankan oleh MKJI 1997 untuk simpang tak bersinyal dimana maksimum nilai DS sebesar 0,75. Penelitian ini menerapkan alternatif pengaturan simpang dengan cara menggunakan lampu lalu lintas. Pengaturan lampu lalu lintas juga dibantu dengan pengaturan lajur arah jalan untuk mengatur arus serta mengkhususkan lajur belok kiri langsung sehingga mengurangi potensi terjadinya konflik dan jalinan kendaraan. Pengaturan bersinyal menggunakan tiga fase terlindung pada lampu lalu lintas dan memperbolehkan pergerakan belok kiri langsung. Derajat kejenuhan yang didapat pada persimpangan bersinyal dengan siklus selama 120 detik adalah 1,10. / An intersection is a part of a road network where vehicles from different direction meet. Thus, conflicts occur at intersection due to vehicles intersecting with each other and resulting in congestion within the intersection. This study aims to quantify the performance of existing unsignalized intersections and provide alternative solution based on Manual Kapasitas Jalan Indonesia (MKJI) 1997. This study was conducted at a three-way intersection located on Jalan Pantai Indah Utara 2. It is in a commercial area with minimal side street activities. This research was conducted during the COVID19 pandemic when Jakarta implemented a large-scale social restriction. Traffic data were obtained from field observations from 16.30 to 17.30, for approximately twelve days from February 15 to February 27, 2021. The analysis is also conducted at each road section approaching the intersection, and the degree of saturation for all road segments is below 0.75, which means that each road segment can accommodate traffic flow during peak hours. The unit used in the analysis is passenger car unit (pcu). From the analysis at the intersection, it is found that the capacity (C) is 2079 pcu / hour, whilst the traffic flow (Q) is 4489 pcu / hour, and the degree of saturation (DS) is 2.16. This value exceeds the recommended DS which is supposed to be less than 0.75 by MKJI 1997 for unsignalized intersections. This study proposes an alternative in regulating the traffic flow at the intersection which is by utilizing traffic lights. The traffic lights is also assisted by setting the lane in the direction of the road to regulate the flow and specifying a direct left turn lane so as to reduce the potential for conflicts and vehicle links. The signalized arrangement uses a protected three-phase traffic signal and allows for direct left-turning movements. The degree of saturation obtained at the signaled intersection with a cycle of 120 seconds is 1.10.
