Abstract

The apartment project planning activity is a very important integrated activity, starting from the process of initiation, conceptual, design and development, to preparation activities before the physical implementation phase begins. Risk assessment is needed since this stage, given the number of incidents of unsuccessful apartment projects at the time of implementation even when building use due to lack of optimal planning that has a significant impact on financing. This study focused on a case study of apartment X project planning in the Banyumanik residential area of Semarang. The researcher identifies any activity factors at the project planning stage that have an impact on project financing performance; what risk variables have an impact on financing performance; what factors and variables have the most influence on financing performance and recommendations for what improvements can be made. The problems to be solved in this study are; Knowing the main activity factors in the planning phase of the Banyumanik X Apartment Semarang; Knowing the risk variables at the project planning stage that have an impact on cost performance; Knowing the factors and variables that most influence the cost performance and provide recommendations for improvements in improving project financing performance, since the project planning stage. The various literature reviewed in this study are: risk management, project planning, project financing performance, portrait of apartment projects in Banyumanik residential areas Semarang and various relevant research results in the last 10 years. The methodology of this research begins with reviewing various relevant issues, identifying research problems, literature studies, analysis, discussion and conclusions. The research method used is qualitative and quantitative methods, from 10 factors and 88 risk variables, after analysis produces 4 factors and 6 risk variables that most influence the project financing performance, namely; (A) Feasibility Study Documents, 1 variable, (C) Licensing and Dissemination, 1 variable. (D) Business Plan, 1 variable. (E) Conceptual and Pre-design, 3 variables. The 6 (six) dominant variables have an effect on cost performance with a value of 0.910 or 91%, while the remaining 9% relates to other factors and variables not examined in this study. This study recommends improvements to Variable X28 (availability of planning and pre-construction costs), X1 (Access to the location of apartment sites are not smooth), X46 (Ground and groundwater test results that are not good), X26 (Obstacles from surrounding communities), X49 (Error estimating overall project financing) and X48 (Error calculation of utility networks and MEP). / Kegiatan perencanaan proyek apartemen, merupakan kegiatan terintegrasi yang sangat penting, dimulai dari proses inisiasi, konseptual, desain dan pengembangan, sampai dengan kegiatan persiapan sebelum dimulainya tahap pelaksanaan fisik. Dibutuhkan kajian risiko sejak tahap ini mengingat beberapa kejadian tidak berhasilnya proyek apartemen pada saat pelaksanaan bahkan saat pemakaian bangunan disebabkan kurang optimalnya perencanaan yang berdampak signifikan terhadap pembiayaan. Penelitian ini difokuskan pada studi kasus perencanaan proyek apartemen X di kawasan hunian Banyumanik Semarang. Peneliti mengidentifikasi faktor kegiatan apa saja pada tahap perencanaan proyek yang berdampak terhadap kinerja pembiayaan proyek; variabel risiko apa saja yang berdampak terhadap kinerja pembiayaan; faktor dan variabel apa yang paling berpengaruh terhadap kinerja pembiayaan serta rekomendasi perbaikan apa yang dapat dilakukan. Permasalahan yang akan diselesaikan dalam penelitian ini adalah; Mengetahui faktor kegiatan utama tahap perencanaan Apartemen X Banyumanik Semarang; Mengetahui variabel risiko pada tahap perencanaan proyek yang berdampak terhadap kinerja biaya; Mengetahui faktor dan variabel yang paling berpengaruh terhadap kinerja biaya dan memberikan rekomendasi perbaikan dalam meningkatkan kinerja pembiayaan proyek, sejak tahap perencanaan proyek. Berbagai pustaka yang dikaji dalam penelitian ini yaitu: manajemen risiko, perencanaan proyek, kinerja pembiayaan proyek, potret proyek apartemen di kawasan hunian Banyumanik Semarang dan berbagai hasil penelitian yang relevan dalam 10 tahun terakhir. Metodologi penelitian ini dimulai dengan mengkaji berbagai isu yang relevan, mengidentifikasi permasalahan penelitian, kajian pustaka, analisis, pembahasan dan kesimpulan. Metode penelitian yang digunakan yaitu metode kualitatif dan kuantitatif, dari 10 faktor dan 88 variabel risiko, setelah dianalisis menghasilkan 4 faktor dan 6 variable risiko yang paling berpengaruh terhadap kinerja pembiayaan proyek yaitu; (A)Dokumen Studi Kelaikan, 1 variabel, (C)Perijinan dan Sosialisasi, 1 variabel. (D)Rencana Bisnis, 1 variabel. (E)Konseptual dan Pra desain, 3 variabel. 6(enam) variabel dominan tersebut berpengaruh terhadap kinerja biaya dengan nilai 0,910, atau sebesar 91%, sedangkan sisanya 9% berhubungan dengan faktor dan variabel lainnya yang tidak diteliti dalam penelitian ini. Penelitian ini memberikan rekomendasi perbaikan terhadap Variabel X28 ( Tidak adanya/tersedianya biaya perencanaan dan pra pelaksanaan ), X1 ( Akses dan pencapaian ke lokasi site apartemen yang tidak lancar), X46 ( Hasil tes tanah dan muka air tanah yang tidak masuk persyaratan ), X26 ( Hambatan dari masyarakat sekitar dan kompensasinya ), X49 ( Kesalahan estimasi pembiayaan proyek secara keseluruhan ) dan X48 ( Kesalahan perhitungan jaringan utilitas dan MEP ).
