Abstract

Indonesia's strategic location and abundant maritime resources are assets that should be exploited. On the other hand, the Indonesian sea has long been neglected, as if no one cares. As Jokowi begins his presidency, he declares an ambition to turn Indonesia into the Global Maritime Axis as he was recognizing the country's massive maritime potential. The objective of this research is to clarify the main causes for declaring the Global Maritime Axis policy, as well as identify Indonesia's policies for becoming the Global Maritime Axis. This research employs theory and a few of concepts. The theory used is neoclassical realism and the concept used is achieving national interests, foreign policy understood within the framework of neoclassical realism, foreign policy implementation to achieve national interest, and connection between national security and Global Maritime Axis. Then, this research is qualitative research using descriptive method. The results show that Indonesia declared the Global Maritime Axis policy considering Indonesian seas are vulnerable to external threats. The maritime sector has been ignored which leads in weak facilities that make itasy for Indonesian seas to be breached. Therefore, President Jokowi has made seven pillars to make Indonesia the Global Maritime Axis. This pillar includes 76 major policy programs. Several policies have resulted in improved outcomes for Indonesian seas. Despite the fact that the results are still not optimal. / Letak Indonesia yang strategis dan kekayaan laut yang melimpah merupakan aset yang harus dimanfaatkan. Di sisi lain, laut Indonesia sudah lama terabaikan, seolah tak ada yang peduli. Saat Jokowi memulai masa kepresidenannya, ia menyatakan ambisi untuk menjadikan Indonesia sebagai Poros Maritim Global karena ia mengakui potensi maritim negara yang sangat besar. Penelitian ini bertujuan untuk mengklarifikasi penyebab utama dideklarasikannya kebijakan Poros Maritim Global, serta mengidentifikasi kebijakan Indonesia untuk menjadi Poros Maritim Global. Penelitian ini menggunakan teori dan beberapa konsep. Teori yang digunakan adalah realisme neoklasik dan konsep yang digunakan adalah pencapaian kepentingan nasional, politik luar negeri dipahami dalam kerangka realisme neoklasik, implementasi kebijakan luar negeri untuk mencapai kepentingan nasional, dan keterkaitan antara keamanan nasional dan Poros Maritim Global. Kemudian, penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. Hasil penelitian menunjukkan bahwa Indonesia mencanangkan kebijakan Poros Maritim Global mengingat laut Indonesia rentan terhadap ancaman eksternal. Sektor maritim yang terabaikan menyebabkan lemahnya fasilitas yang membuat laut Indonesia mudah dibobol. Oleh karena itu, Presiden Jokowi telah membuat tujuh pilar untuk menjadikan Indonesia sebagai Poros Maritim Dunia. Pilar ini mencakup 76 program kebijakan utama. Beberapa kebijakan telah menghasilkan hasil yang lebih baik untuk laut Indonesia. Meski hasilnya masih belum maksimal.
