Abstract

Since its independence, managing relations with extraordinary powers has always been an issue for Indonesia. However, given the current turmoil in the Indo-Pacific region due to the great power rivalry, Jakarta has been tremendously pressured by both the United States and China. The purpose of this research is to find out why and how Indonesia uses the ASEAN Outlook on the Indo-Pacific to manage relations with the United States and China. This thesis uses the theory of neorealism and the concept of balance of power, great power, geopolitics, foreign policy as the conceptual framework. This research is qualitative research, using the descriptive research method. The result of this research indicates the importance of ASEAN and ASEAN-led mechanisms for Indonesia to resist and manage the relations with the United States and China. Jakarta needs the ASEAN and its centrality in order to gain economic and political leverage to resist the pressure coming from the United States and China. By utilizing the ASEAN-led mechanisms such as the EAS and the ARF, Indonesia hopes to create an umbrella for great powers to ‘sit and talk’ while addressing common challenges and prioritizing cooperation over the escalation of conflicts. In other words, by using the ASEAN-led mechanisms, Indonesia aims at generating and stimulating stability in the region. The findings indicate that given the political turmoil in the Indo-Pacific region, ASEAN is the only way for Jakarta to manage the relations with the United States and China and to resist aligning with any of great powers and safeguard its position and take advantage of the Sino-US Rivalry. -Rivalitas AS.
