Abstract

This research is a companty scientific report that aims to find out how big the effectiveness of SPF Workers Union which serves as a moderator between employees and management as case study negosiation of Collaborative Labor Agreement 2016-2018 in an oil and gas company who has field in SES. The purpose of this report is to know whether the function of union in its role as moderator between employee and company as case study negosiation of Collaborative Labor Agreement 2016-2018 has been effective and whether there is a new labor union design that can be applied by the company related to the termination of offshore field SES. This research uses qualitative approach with case study method. The collected and analyzed data were the results of interviews with trade union officials, corporate management, union confederation activists, observation and direct participation and document review at SPF secretariat. The result of the research shows that SPF as part of management of human resource management is still considered ineffective as partners in case study negosiation of Collaborative Labor Agreement 2016-2018. And based on the results of this study suggested for the company to immediately establish a new forum that is LKS Bipartit a container to convey the aspirations of the workers / laborers which serves as a forum to discuss industrial relations issues in the company, to improve work productivity, welfare of workers / laborers, ensure business continuity and create peace of work. / Penelitian ini merupakan laporan ilmiah perusahaan dengan studi kasus yang bertujuan untuk mengetahui seberapa besar keefektifan Serikat Pekerja SPF yang berfungsi sebagai moderator antara karyawan dengan manajemen dalam studi kasus pada perundingan Perjanjian Kerja Bersama 2016-2018 di suatu perusahaan migas yang berwilayah kerja di SES. Tujuan dari penelitian ini untuk mengetahui apakah fungsi serikat pekerja dalam perannya sebagai moderator antara karyawan dan perusahaan dalam studi kasus pada perundingan Perjanjian Kerja Bersama 2016-2018 sudah efektif dan apakah ada desain efektivitas organisasi yang dapat diterapkan oleh perusahaan berkenaan dengan terminasi wilayah kerja lepas pantai SES. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan dan dianalisis adalah hasil dari wawancara dengan pengurus serikat pekerja, manajemen perusahaan, aktifis konfederasi serikat pekerja, pengamatan dan partisipasi langsung serta telaah dokumen di kesekretariatan SPF. Hasil penelitian menunjukkan bahwa SPF sebagai bagian dari pengelolaan manajemen SDM pada saat ini dinilai masih kurang efektif sebagai moderator dalam pada perundingan Perjanjian Kerja Bersama 2016-2018. Dan berdasarkan hasil penelitian ini disarankan bagi perusahaan untuk segera membentuk forum baru yaitu LKS Bipartit merupakan lembaga kerjasama ini merupakan wadah untuk menyampaikan aspirasi dari pekerja/buruh.yang berfungsi sebagai sebagai forum untuk membahas masalah hubungan industrial di perusahaan, meningkatkan produktivitas kerja, kesejahteraan pekerja/buruh, menjamin kelangsungan usaha, menciptakan ketenangan kerja.
