Abstract

The Korean peninsula was divided into two countries under the control of the United States and China, two major world powers, in the aftermath of World War II and the Korean War. Following years of hostility, the two Koreas began to build the Kaesong Industrial Complex as an economic cooperation initiative in 2000. The complex was intended to provide commercial benefits to South Korean companies and North Korean employees involved in the manufacture of textiles, metals, electronics, shoes and other goods. It became a symbol for peaceful interaction between the two countries. However, the economic cooperation is also used by the two Korean governments as a bargaining power during times of heightened tension on the peninsula. This study argues that the operation of the Kaesong Industrial Complex is largely determined by the dynamics of the bilateral relationship between South Korea and North Korea, as well as by the broader geopolitical environment involving the United States and China. In this context, the purpose of this study is to determine how these multi-level external conditions might affect the operation of the Kaesong Industrial Complex.
