Abstract

Japan and South Korea are involved in ownership disputes over Dokdo or Takeshima Island. South Korea calls the island the name Dokdo Island and Japan calls it Takhesima Island. Bilateral relations between Japan and South Korea have a long history, given that Japan colonized South Korea for a long period of time, 35 years from 1910 to 1945. This is certainly a dark history for South Korea. But in modern times both of them must also maintain diplomatic relations for the survival of their respective countries. The theory and concepts used are certainly related to the issues discussed. The theory of Realism is the main theory to describe the attitudes of Japan and South Korea which still maintain their claims against Dokdo / Takeshima island. Realism is a perspective in the science of International Relations to understand the behavior of the state through policies formulated for its national interests. In addition, the concept of conflict and conflict resolution is used as a basis for seeing efforts to resolve disputes and the dynamics of ownership disputes in Dokdo / Takeshima Island. The unresolved archipelago island of Dokdo / Takeshima is worried that it will lead to prolonged conflicts for the two countries, it is not impossible for South Korea and Japan to sever diplomatic relations between the two countries due to the endless dispute over the Dokdo / Takeshima islands point of completion, in Article 2 paragraph (3) of the United Nations Charter states "All members shall settle their international disputes" (all members must resolve international disputes in a peaceful manner so that they do not disrupting international peace and security) in the article 2 paragraph (3) statement of the UN Charter all member countries are obliged to settle their dispute in a peaceful manner, but for the issue of the islands in Dokdo / Takeshima disputes cannot be resolved peacefully because of the the solution is by peaceful means, namely through diplomatic Japan and South Korea not finding a solution to resolve the dispute over the Takeshima islands. / Jepang dan Korea Selatan yang terlibat sengketa kepemilikan atas Pulau Dokdo atau Takeshima. Korea Selatan menyebut pulau tersebut dengan nama Pulau Dokdo dan Jepang menyebutnya dengan Pulau Takhesima. Hubungan bilateral antara Jepang dan Korea Selatan memiliki sejarah yang panjang, mengingat Jepang menjajah Korea Selatan dalam kurun waktu yang lama yakni 35 tahun sejak 1910 hingga 1945. Hal ini tentunya menjadi sejarah kelam bagi Korea Selatan. Tapi dimasa modern ini keduanya juga harus tetap menjalin hubungan diplomatik demi kelangsungan hidup negara masing masing. Teori serta konsep yang digunakan tentunya yang berkaitan dengan isu yang dibahas. Teori Realisme menjadi teori utama untuk menggambarkan sikap Jepang dan Korea Selatan yang tetap mempertahankan klaim mereka terhadap pulau Dokdo/Takeshima. Realisme merupakan sebuah prespektif dalam ilmu Hubungan Internasional untuk mengmati perilaku-perilaku negara melalui kebijakan yang dirumuskan untuk kepentingan nasionalnya. Selain itu konsep konflik beserta resolusi konflik digunakan sebagai landasan melihat upaya penyelesaian sengketa dan dinamika sengketa kepemilikan pulau Dokdo/Takeshima ini. Sengketa kepulauan pulau Dokdo/Takeshima yang sampai saat ini belum terselesaikan di khawatirkan akan menimbulkan adanya konflik yang berkepanjangan bagi kedua negara bukan tidak mungkin bagi Korea Selatan maupun Jepang dapat memutuskan hubungan diplomatik kedua negara yang disebabkan oleh permasalahan sengketa kepulauan Dokdo/Takeshima yang tidak ujung menemui titik penyelesaian, dalam Pasal 2 ayat ( 3 ) Piagam PBB menyatakan “ All members shall settle their international disputes by peaceful means in such a manner that international peace and security are not endangered 38“ ( semua anggota harus menyelesaikan sengketa internasional dengan cara damai sehinga tidak mengganggu perdamaian dan keamanan internasional ) dalam pernyataan pasal 2 ayat ( 3 ) Piagam PBB tersebut semua negara anggota diwajibkan untuk menyelesaikan sengketanya dengan cara damai, namun untuk permasalahan sengketa kepulauan pulau Dokdo/Takeshima tidak dapat diselesaikan dengan cara damai karena dalam proses penyelesaiannya dengan cara damai yaitu melalui diplomatik Jepang dan Korea Selatan tidak menemukan solusi untuk menyelesaikan sengketa kepulauan Takeshima.
