Abstract

Masalah perdagangan satwa langka ilegal yang kerap terjadi di Indonesia adalah salah satu hal yang menjadi sebuah ancaman bagi kelangsungan hidup makhluk hidup dan ekosistem dunia. Oleh karena itu, sebagai negara dengan sistem pemerintahan yang baik, Indonesia harus melakukan berbagai macam upaya dalam mengatasi hal tersebut, salah satunya dengan menjalin hubungan kerja sama. Kerangka Penelitian ini menggunakan teori Liberalisme Institusional, dan beberapa konsep penting seperti Penegakan Hukum (Rule of Law), Kerja Sama Regional & Isu Keamanan Non-Tradisional, serta Konvensi Internasional. Pada penelitian ini, penulis memiliki tujuan utama untuk menganalisis hasil dari hubungan kerja sama yang dijalin antara Pemerintah Indonesia dengan ASEAN WEN dalam mengatasi masalah perdagangan satwa langka ilegal di Indonesia menggunakan metode pendekatan penelitian kualitatif (deskriptif) dan teknik analisis data naratif. Adapun, hasil dari penelitian ini menyebutkan bahwa kerja sama yang dilakukan Indonesia dengan ASEAN WEN dapat dikatakan cukup efektif dengan adanya aplikasi WildScan, dan peluncuran handbook yang mempermudah para aparat penegak hukum dalam melakukan patroli siber terkait masalah perdagangan satwa langka ilegal di Indonesia. Meskipun begitu, terdapat beberapa faktor yang memengaruhi maraknya masalah perdagangan satwa langka ilegal di Indonesia, salah satunya terkait hukum di Indonesia yang dianggap belum dapat memberikan efek jera bagi para pelaku tindak pidana sehingga masalah kejahatan terhadap flora dan fauna, khususnya perdagangan satwa langka ilegal masih sering terjadi di Indonesia setiap tahunnya. / The problem of illegal wildlife trade that often occurs in Indonesia is one of the thing which can poses a threat for the life sustainability of living things and the world's ecosystem. Therefore, as a country with a good government system, Indonesia must make an various efforts to overcome such problem, such as establishing a cooperative relationship. The basic framework of this research uses the Institutional Liberalism theory, and several important concepts such as The Rule of Law, Regional Cooperation & Non-Traditional Security Issue, and International Conventions. The author's main objective in this research is to analyze the results of the established cooperation between Indonesia and ASEAN WEN in order to overcome the problem of illegal endangered species trade in Indonesia using a descriptive research and narrative analysis data technique. Meanwhile, the results of this study stated that the cooperation between Indonesia and ASEAN WEN are quite effective because of the WildScan application, and the launch of a handbook that makes it easier for law enforcement officers to conduct a cyber patrol regarding the problem of illegal endangered species trade in Indonesia. Nevertheless, there are several factors that causes rampant problem of illegal endangered species trade in Indonesia, the first one is related to Indonesia’s Law which is considered as if they’re unable to provide a deterrent effect for the perpetrators of criminal acts, so the problem of crimes against flora and fauna, especially illegal endangered species trade still occurs frequently in Indonesia every year.
