Abstract

Terorisme telah menjadi isu keamanan internasional yang menjadi prioritas di berbagai negara. Indonesia dan Spanyol sebagai negara yang banyak mengalami serangan terorisme baik nasional maupun internasional, melakukan kerja sama untuk menanggulangi terorisme. Penulis melakukan penelitian mengenai bagaimana implementasi dari perjanjian kerja sama yang dilakukan pada tahun 2015 dan dilanjutkan pada tahun 2022 ini. Penelitian ini akan mengkaji perkembangan aksi terorisme di kedua negara selama kerja sama ini berlangsung dan bagaimana kedua negara mengimplementasikan poin-poin kerja sama dengan komitmen yang sama saat membuat perjanjian. Penulis menggunakan konsep kerja sama internasional, kejahatan transnasional, dan keamanan non-tradisional yang diambil dari pendekatan liberalisme klasik. Penulis melakukan penelitian dengan menggunakan pendekatan kualitatif dan metode penelitian studi kasus. Pengumpulan data penelitian akan dilakukan dengan penelusuran pustaka, penulis mengunpulkan data melalui buku, jurnal, dan penelusuran daring lainnya. Data tersebut kemudian dianalisis dengan menggunakan metode naratif. Penelitian ini dilakukan dengan menganalisis peristiwa yang terjadi disebabkan oleh terorisme. Penelitian menunjukkan bahwa kerja sama antara Indonesia dan Spanyol membawa beberapa perkembangan terhadap kedua negara dengan pertukaran informasi dan pengalaman dalam menanggulangi terorisme. Indonesia mendapatkan informasi intelijen dari Spanyol berkaitan dengan anggota organisasi terorisme. Sedangkan, Spanyol dapat mengeliminasi kelompok separatis terbesar negaranya yaitu ETA dan tidak mengalami aksi terorisme sejak 2019 hingga 2022. Namun, keberhasilan Spanyol dalam mengatasi kelompok separatis belum dibagikan kepada Indonesia yang juga sedang menghadapi kelompok separatis. Oleh karena itu, keduanya bersepakat untuk memperbarui perjanjian kerja sama kontraterorisme pada tahun 2022. Perjanjian tersebut memuat beberapa permintaan Indonesia dari hasil evaluasi perjanjian sebelumnya./Terrorism has become an international security issue which is a priority in various countries. Indonesia and Spain as countries that have experienced many terrorist attacks both nationally and internationally, are working together to tackle terrorism. The author conducted research on how the implementation of the cooperation agreement was carried out in 2015 and continued in 2022. This research will examine the development of acts of terrorism in the two countries during this cooperation and how the two countries implement the points of cooperation with the same commitment when making agreements. The author uses the concept of international cooperation and transnational crime which is taken from the classical liberalism approach. The author conducted research using a qualitative approach and case study research methods. Research data collection will be carried out by literature search, the author collects data through books, journals, and other daring searches. The data is then analyzed using the narrative method. This research was conducted by analyzing events that occurred due to terrorism. Research shows that the cooperation between Indonesia and Spain has brought several developments to the two countries by exchanging information and experiences in tackling terrorism. Indonesia obtained intelligence information from Spain relating to members of a terrorist organization. Meanwhile, Spain was able to eliminate the country's largest separatist group, namely ETA and did not experience acts of terrorism from 2019 to 2022. However, Spain's success in overcoming separatist groups has not been shared with Indonesia, which is also facing separatist groups. Therefore, the two agreed to renew the counterterrorism cooperation agreement in 2022. The agreement contained several requests from Indonesia based on the evaluation results of the previous agreement.
