Abstract

Mencermati keunggulan dari solusi terintegrasi untuk bangunan publik, pemerintah telah mengakomodasi penggunaan metode seperti yang terdapat pada Peraturan Menteri PUPR No.25 tahun 2020 tentang pengadaan barang dan jasa terintegrasi rancang bangun. Namun pada pelaksanaan di lapangan menjadi poin kritikal yang berpengaruh sebagai penentu poin lain dan keberhasilan penerimaan hasil akhir/keluaran dari performa bangunan. Fenomena saat ini, rancangan awal yang minim dianggap masih menjadi kelemahan utama. Untuk itu perlu dilakukan eksplorasi tingkat pengaruh dokumen skematik desain terhadap kesukseskan hasil akhir dan apa yang terjadi atas ketidak cukupan informasi dari dokumen skematik desain. Tujuan penelitian adalah untuk menganalisis peran dan pengaruh dokumen skematik desain terhadap keberhasilan hasil akhir melalui variabel waktu. Pemilihan studi kasus ditujukan pada bangunan negara, dikarenakan masih adanya titik lemah kelancaran artikulasi dokumen skematik desain dari pengguna jasa tehadap pengembangan rancangan oleh penyedia jasa. Pendekatan penelitian ini fokus melalui analisis yang intensif dan mendalam melalui pengamatan studi kasus proyek di 3 kota dan uji statistik melalui uji validasi dan uji reliabilitas, serta dipertajam melalui analisis korelasi, inter korelasi dan analisis regresi linier. Hasil eksplorasi ini dapat disimpulkan bahwa dokumen skematik desain berpengaruh dan memiliki peran untuk keberhasilan penerimaan hasil akhir, ketidak cukupan informasi dokumen skematik desain berpengaruh terhadap kegagalan performa hasil akhir. Dari penelitian ini, hasil uji statistik menunjukkan 4 variabel dengan koefisien pengaruh terbesar adalah X43 (Membuat catatan khusus dokumen lansekap yang diberi referensi intensi desainnya) sebesar 4,244, X26 (Dokumen gagasan perancangan struktur bawah berupa gambar besaran dan perhitungan pondasi) sebesar 3,393, X34 (Dokumen skematik desain MEP berupa worksheets calculation) sebesar 3,218 dan X1 (Dokumen skematik desain arsitektur berisi gagasan perancangan) sebesar 2,909. Harapan ke depan kajian ini dapat menjadi alat bantu kinerja ketentuan pengguna jasa untuk para pelaku jasa konstruksi Metode Terintegrasi Rancang dan Bangun. / Observing the advantages of integrated solutions for state buildings, the government has accommodated the use of methods such as those contained in the Minister of Public Works (PUPR) Regulation No.25-2020 concerning the procurement services integrated design and build. Regarding the schematic design document, crucial elements stand out in implementation as a determinant other point and the successful final results of building performance. The current phenomena due to insufficient design information, still give rise to serious problem as a weakness poin. Furthermore, it is necessary to explore and research the impact of schematic design document on the success final result of building performance. Others is what impact to the insufficiency of the information from the design schematic document. The purpose of the study is to analyze the role and influence of design schematic documents on the success of the result through time variables. The selection of this case studies is aimed at state buildings because there are still weak points in the smooth articulation of design schematic documents from service users and design development by service providers. This research approach focuses on intensive and in-depth analysis through the observation of project case studies in 3 cities, statistical tests through validation tests and reliability tests, sharpened through correlation, inter-correlation analysis and linear regression analysis. The results of the exploration, concluded that the schematic design document is influential and has a role for the successful acceptance of the final result. Insufficient schematic design document information affects the performance failure of the final result. From the statistical model test, showed the results of the 4 largest influence coefficient variables are X43 (To add design intention reference of landscape), X26 (Foundation design drawing document of substructure design idea), X34 (Schematic design document of MEP worksheets calculation) and X1 (Schematic design document of architectural design idea). It is hope that in the future this study can be a tool for the performance of service user provisions for construction service actors Integrated Design & Build Method.
