Abstract

Nias Selatan sebagai daerah otonomi baru, pembangunan di berbagai bidang terus ditingkatkan terutama di bidang konstruksi. Namun demikian, pekerjaan proyek konstruksi sering menemui permasalahan yang mengakibatkan risiko. Salah satu masalah yang sering terjadi adalah penyediaan hibah untuk lahan konstruksi. Hampir semua proyek konstruksi merupakan hibah dari masyarakat, pemerintah daerah tidak menganggarkan biaya untuk pembebasan lahan. Dengan demikian kontribusi masyarakat di lokasi pembangunan konstruksi sangat diharapkan untuk menghibahkan tanahnya sebagai lahan konstruksi. Akan tetapi hal ini tidak berjalan sesuai dengan apa yang diharapkan, sehingga memunculkan masalah dalam pelaksanaan pembangunan konstruksi. Tujuan penelitian ini adalah untuk mengetahui variabel yang menjadi masalah, mengidentifikasikan risiko, menentukan risiko yang paling berpengaruh, dan menentukan mitigasi risiko dari lahan hibah pada proyek konstruksi. Penelitian ini dilaksanakan di Kabupaten Nias Selatan melalui pengamatan beberapa lokasi proyek konstruksi dan kuisioner dari responden untuk mendapatkan informasi tentang variabel risiko. Responden terdiri dari kontraktor, konsultan, tim teknis dari dinas terkait, pejabat pembuat komitmen, aparat desa, dan masyarakat di lingkungan proyek. Penilaian dampak risiko didapatkan dari hasil analisis probabilitas dan severity indeks. Hasil penelitian menunjukkan variabel risiko yang timbul akibat lahan hibah ditemukan dua belas (12) variabel dengan kategori tinggi dan dua (2) variabel dengan kategori rendah. Upaya mitigasi dari setiap variabel risiko ditempuh dengan melibatkan tokoh masyarakat, aparat penegak hukum, pemerintahan daerah, dan pemilik lahan. Selain itu memberikan rekomendasi kepada Pemerintah Daerah kabupaten Nias Selatan untuk menyelesaikan masalah hibah lahan dan status hak atas kepemilikan lahan sebelum tahapan perencanaan konstruksi./South Nias as a new autonomous region, development in various fields continues to be improved, especially in the field of construction. However, construction project work often encounters problems that result in risks. One of the problems that often occurs is the provision of grants for construction land. Almost all construction projects are grants from the community, local governments do not budget for land acquisition. Thus, the contribution of the community at the construction site is expected to grant their land as construction land. However, this did not go as expected, causing problems in the implementation of construction. The purpose of this study is to determine the variables that are the problem, identify risks, determine the most influential risks, and determine risk mitigation from land grants in construction projects. This research was conducted in South Nias Regency through observation of several construction project sites and questionnaires from respondents to obtain information about risk variables. Respondents consisted of contractors, consultants, technical teams from related agencies, commitment making officials, village officials, and communities in the project environment. Risk impact assessment is obtained from the results of probability analysis and index severity. The results showed that the risk variables arising from the land grant were found to be twelve (12) variables with high categories and two (2) variables with low categories. Mitigation efforts from each risk variable are taken by involving community leaders, law enforcement officials, local governments, and land owners. In addition, it provides recommendations to the Regional Government of South Nias district to resolve land grant issues and land ownership rights status before the construction planning stage.
