Abstract

Female-headed household is a critical agenda of the Sustainable Development Goals (SDGs). It is aligned with the issues of gender equality and women’s welfare. This research examines why the female-headed household should be explicitly addressed in SDGs and how the policies and programs are designed by both government and non-government organizations in Indonesia. This research employs qualitative research by using secondary data resources and the incorporated methodology between case study and feminism. Referring to the theory of liberal feminism in IR theory, it has resulted that women’s welfare is essential for the 17 goals of SDGs that lead to women’s empowerment in social economic development and natural sustainability. However, female-headed households in Indonesia face multiple challenges including poverty due to lack of access and unrecognition. Alas, Indonesia’s government, KEMENPPA has not explicitly regulated the empowerment of female-headed households leading to restraining the movement of PEKKA Organization. Therefore, this research is aimed to underline the urgency of female-headed households to be recognized by all stakeholders in policies and programs./ Rumah tangga yang dikepalai oleh perempuan merupakan salah satu agenda penting dalam tujuan pembangunan berkelanjutan. Hal ini selaras dengan isu kesetaraan gender dan kesejahteraan perempuan. Penelitian ini mengkaji mengapa rumah tangga yang dikepalai perempuan harus secara eksplisit dibahas dalam SDGs dan bagaimana kebijakan dan program-programnya dirancang oleh pemerintah dan organisasi non-pemerintah di Indonesia. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan sumber data sekunder dan menggabungkan metodologi studi kasus dan feminisme. Merujuk pada teori feminisme liberal dalam teori IR, penelitian ini menghasilkan bahwa kesejahteraan perempuan merupakan hal yang esensial bagi 17 tujuan pembangunan berkelanjutan yang mengarah pada pemberdayaan perempuan dalam pembangunan ekonomi sosial dan lingkungan keberlanjutan. Namun, rumah tangga yang dikepalai perempuan di Indonesia menghadapi berbagai tantangan termasuk kemiskinan karena kurangnya akses dan tidak adanya pengakuan. Sayangnya, pemerintah Indonesia, KEMENPPA belum secara eksplisit mengatur pemberdayaan rumah tangga yang dikepalai oleh perempuan sehingga menghambat pergerakan Organisasi PEKKA. Oleh karena itu, penelitian ini bertujuan untuk menggarisbawahi urgensi rumah tangga yang dikepalai perempuan untuk diakui oleh semua pemangku kepentingan dalam merancang kebijakan dan program.
