Abstract

Permasalahan sampah telah menjadi isu global yang mendesak selama beberapa tahun terakhir. Indonesia, sebagai negara dengan populasi terbesar keempat di dunia, menghadapi tantangan yang serius terkait pengelolaan sampah. Kabupaten Badung, yang merupakan daerah pusat wisatawan asing dan lokal di Bali, menjadi fokus perhatian khusus dalam penelitian ini. Badung bukan hanya menjadi pusat destinasi wisata bagi turis asing dan lokal, tetapi juga menjadi salah satu sumber pendapatan bagi Indonesia. Oleh karena itu, penelitian ini bertujuan untuk mengetahui upaya-upaya yang telah dilakukan oleh masyarakat lokal, pemerintah, NGO dan LSM lokal serta untuk mengetahui dampak yang terjadi di Badung setelah pemerintah, NGO dan LSM lokal melakukan upaya-upaya tersebut. Penelitian ini menggunakan konsep-konsep turunan dari Hubungan Internasional yaitu teori liberalisme, konsep Common Interest dan Kerja Sama Internasional. Penelitian ini menggunakan metode studi kasus untuk mengeksplorasi upaya yang dilakukan oleh Pemerintah, NGO dan LSM lokal dalam mengatasi permasalahan sampah. Berdasarkan hasil penelitian, terlihat bahwa banyak program pengelolaan sampah telah dilaksanakan oleh pemerintah dan pihak luar. Namun, dari wawancara dengan penduduk lokal dan penelusuran daring, penulis menemukan perbedaan antara data resmi dengan realita di lapangan. Data resmi sering kali menggambarkan keberhasilan upaya pengelolaan sampah, tetapi kenyataannya, pengelolaan sampah di Kabupaten Badung masih menghadapi banyak kekurangan. / The issue of waste has become a pressing global problem in recent years. Indonesia, the fourth most populous country in the world, faces serious challenges in waste management. Badung Regency, a major tourist hub for both foreign and local visitors in Bali, is the focal point of this study. Badung is not only a key tourist destination but also a significant source of revenue for Indonesia. Therefore, this research aims to examine the efforts made by the local community, government, NGOs, and local CSOs, as well as to assess the impact of these efforts in Badung after the implementation by the government, NGOs, and local CSOs. This study employs concepts derived from International Relations, specifically liberalism theory, the concept of Common Interest, and International Cooperation. A case study method is used to explore the efforts made by the government, NGOs, and local CSOs in addressing the waste problem. According to the research findings, many waste management programs have been implemented by the government and external parties. However, through interviews with residents and online research, the author found discrepancies between official data and the reality on the ground. Official data often depict the success of waste management efforts, but in reality, waste management in Badung Regency still faces many shortcomings.
