Abstract

“Womenomics” adalah kebijakan yang diprakarsai oleh Perdana Menteri Shinzo Abe pada tahun 2013 yang berfokus pada partisipasi aktif perempuan dalam angkatan kerja. Kebijakan ini dipandang sebagai solusi untuk pertumbuhan ekonomi Jepang yang melambat karena penurunan angka kelahiran dan masyarakat yang menua. Di sisi lain, womenomics juga terkait dengan kesetaraan gender dan merupakan hasil dari tekanan internasional dari beberapa organisasi internasional seperti PBB yang menyerukan Jepang untuk mengatasi rendahnya tingkat kesetaraan gender dan isu wanita penghibur. Kesetaraan gender telah menjadi isu internasional penting yang dimasukkan dalam SDGs. Seiring keinginan Jepang untuk menjadi panutan dunia dalam pencapaian SDGs, womenomics dapat membantu Jepang untuk mencapai aspirasinya. Namun, masih belum diketahui bagaimana womenomics bekerja untuk berkontribusi pada SDGs, khususnya pada SDG nomor 5, yaitu “mencapai kesetaraan gender dan memberdayakan semua perempuan dan anak perempuan.” Penelitian ini berusaha untuk memahami kontribusi womenomics terhadap SDG nomor 5 dan untuk mendapatkan gambaran menyeluruh tentang program womenomics Shinzo Abe untuk SDG nomor 5 dari tahun 2013-2019. Penelitian ini menggunakan metode kualitatif, deskriptif, dan historis komparatif untuk menjelaskan kontribusi womenomics Shinzo Abe terhadap SDG nomor 5. Penelitian ini menyimpulkan bahwa walaupun womenomics dibuat untuk meningkatkan citra Jepang di dunia internasional dan meningkatkan PDB Jepang, womenomics juga berkontribusi terhadap SDG nomor 5 jika dilihat dari lima KPI-nya, yaitu meningkatkan persentase perempuan yang kembali bekerja setelah melahirkan, meningkatkan angka partisipasi tenaga kerja perempuan, memperluas kapasitas pengasuhan anak dengan tujuan menghilangkan daftar tunggu penitipan anak, meningkatkan persentase ayah yang mengambil cuti sebagai ayah, dan mencapai 30% representasi perempuan dalam posisi kepemimpinan di masyarakat Jepang. / “Womenomics” is a policy initiated by Prime Minister Shinzo Abe in 2013 that focused on women’s active participation in the labor force. It is seen as a solution to Japan’s slowing economic growth due to the declining birthrate and aging society. On the other hand, womenomics is also related to gender equality and is a result of international pressure from several international organizations such as the UN that called Japan to address its low levels of gender equality and the comfort women issue. Gender equality has become an important international issue that is included in the SDGs. As Japan desires to be the role model for the world in achieving the SDGs, womenomics can help Japan to achieve its aspiration. However, it is still unknown how womenomics works to contribute to the SDGs, specifically to SDG number 5, which is “achieve gender equality and empower all women and girls.” This research seeks to understand the contribution of womenomics towards SDG number 5 and to get a comprehensive overview of Shinzo Abe’s womenomics program for SDG number 5 from 2013-2019. This research uses the qualitative, descriptive, and historical comparative method to explain the contribution of Shinzo Abe’s womenomics to SDG number 5. This research concluded that although womenomics are made to improve Japan’s image in the international world and increase Japan’s GDP, womenomics has also contributed towards SDG number 5 if seen from its five KPIs, which are increase the percentage of women that return to work after childbirth, increase the participation rate of female labor, expand the capacity of childcare by aiming to eliminate waitlist of children’s daycare, increase the percentage of fathers that are taking paternity leave, and achieve 30% female representation in leadership position across Japanese society.
