Abstract

Indonesia telah meratifikasi Konvensi CEDAW sejak tahun 1984. Namun, di Indonesia sendiri masih banyak terjadi tindak diskriminasi terhadap perempuan yang menimbulkan ketidaksetaraan gender. Dalam usaha mengatasi isu ketidaksetaraan gender, penerapan prinsip-prinsip CEDAW penting untuk diimplementasikan ke dalam seluruh sektor kehidupan. Penelitian ini utamanya bertujuan untuk mengetahui bagaimana kooperasi antara perusahaan multinasional dan negara dapat berkontribusi dalam implementasi CEDAW di Indonesia. Selain dari pada itu, penelitian ini juga memiliki tujuan untuk mengetahui kondisi dari implementasi CEDAW di Indonesia pada tahun 2014-2019. Dalam pelaksanaannya, penelitian ini menggunakan pendekatan kualitatif dan teori liberalisme sebagai teori dasar dalam menganalisis data-data dan temuan yang ada, konsep-konsep lain seperti Pendekatan Multi-Aktor dan kesetaraan gender juga digunakan dalam proses menginterpretasikan data dan temuan yang telah dikumpulkan. Data dan temuan yang ada dikumpulkan melalui studi pustaka dan penelusuran daring, yang kemudian dianalisis menggunakan teknik analisis Succesive Approximation. Penelitian ini menemukan beberapa temuan, pertama, bahwa kooperasi antara PMN dan negara dapat berkontribusi melalui penerapan pendekatan kemitraan multi-aktor dalam mengatasi isu ketidaksetaraan gender dari berbagai aspek dan sektor kehidupan secara berkesinambungan. Kemitraan multi-aktor ini dapat berkontribusi melalui pembagian fokus pekerjaan oleh masing-masing aktor, sehingga isu kesetaraan gender dapat diatasi dari berbagai arah dan pendekatan. Kedua, penelitian ini juga menemukan bahwa kondisi implementasi CEDAW di Indonesia masih belum berada pada kondisi yang baik. Masih adanya kasus-kasus HAM berat terkait perempuan yang belum diselesaikan, banyaknya tindak kekerasan dan diskriminasi yang terjadi terhadap perempuan baik di ranah personal, komunitas, maupun negara, serta masih sempat terjadinya penurunan pada indeks pemberdayaan gender, menjadi bukti dari masih kurang baiknya kondisi implementasi CEDAW di Indonesia. / Indonesia has ratified the CEDAW Convention since 1984. Despite the ratification, cases of discrimination against women are still happening quite a lot in Indonesia. To tackle the issue, it is important to implement CEDAW's principles into the governance system. The research's main goal is to gain insight into how cooperation between MNC and state could contribute to CEDAW implementation in Indonesia. Other than that, this research also aims to gain insight into the condition of CEDAW's Implementation in Indonesia in 2014-2019. The research conducted using a qualitative approach and successive approximation technique in analyzing the data and findings. The theory and concepts used in this research are Liberalism, Multi-Actor Approach, and Gender Equality. The research has found that the cooperation between state and multinational companies could contribute to CEDAW's Implementation in Indonesia through a multi-actor partnership approach to tackle the issue in several ways and aspects simultaneously. This research also found that the condition of CEDAW's implementation in Indonesia is not in a good state yet, this can be seen from the existence of unprocessed cases of serious human rights violations regarding women rights, high numbers of discrimination and violence against women in personal, community, and governmental area, and also the decreasing score of gender empowerment index in Indonesia.
