Abstract

Selain berperan sebagai salah satu penggerak ekonomi negara, Pekerja Migran Indonesia juga berperan penting dalam mempererat hubungan kerjasama negara, terutama dengan negara Malaysia yang merupakan tujuan terbanyak bagi Pekerja Migran Indonesia. Hubungan antara kedua negara ini sering mengalami fluktuasi karena sering timbulnya konflik dari negara Malaysia maupun Indonesia sendiri, salah satunya adalah permasalahan mengenai PMI di Malaysia yang kerap kali mendapat kekerasan dan PMI Indonesia yang terlibat kasus penipuan. Tujuan dari penelitian ini yaitu untuk menganalisis beberapa faktor yang menyebabkan rentan nya PMI terhadap penipuan dan praktek kekerasan dan menganalisis strategi yang dilakukan pemerintah dalam memberikan perlindungan terhadap PMI. Data dikumpulkan menggunakan metode kepustakaan dengan mencari referensi jurnal, buku, dan referensi lainnya. Penulis menggunakan perspektif Neoliberalisme untuk membantu penulis menjelaskan isu penanganan masalah Keimigrasian Indonesia dengan Malaysia. Hasil dari penelitian menunjukan bahwa penyebab PMI di Malaysia rawan praktik kekerasan dan penipuan adalah unskilled labour, status ekonomi, kurangnya sosialisasi, dan mudah nya akses untuk keluar masuk wilayah Indonesia. Selama periode ini, PMI tidak dilindungi oleh MoU karena masa berlakunya telah habis di tahun 2016. Indonesia juga bekerjasama dengan IGO maupun NGO seperti ILO, IOM, BNP2PMI dan NGO seperti Migrant Care untuk memberikan perlindungan terhadap pekerja migran Indonesia/ Apart from playing a role as one of the stimuli of the country's economy, Indonesian Migrant Workers also play an important role in strengthening the country's bilateral relations, especially with Malaysia, which is the biggest destination for Indonesian Migrant Workers. The relationship between the two countries often fluctuates due to frequent conflicts from Malaysia or Indonesia itself, one of the problems of Indonesian migrant workers in Malaysia is often experiencing violence and being involved in fraud cases. The purpose of this study is to analyze several factors that cause PMI's vulnerability to fraud and violent practices and the strategies implemented by the government in providing protection against PMI. Data were collected using the library method by looking for journals, books, and other references. The author uses the Neoliberalism perspective to help the author explain the problem of handling the problem of Indonesian immigration with Malaysia. The results of the study show that the reasons for PMI in Malaysia to be prone to violent and fraudulent practices are unskilled labor, economic status, lack of socialization, and easy access in and out of Indonesian territory. During this period, PMI was not protected by the MoU because the validity period had expired in 2016. Indonesia also cooperated with IGOs and NGOs such as the ILO, IOM, BP2MI, and NGOs such as Migrant Care to provide protection for Indonesian migrant workers.
