Abstract

Terus melajunya industrialisasi dan besarnya jumlah penduduk menyebabkan kebutuhan energi Cina terus meningkat, Cina sulit untuk memenuhi kebutuhan pasokan energi domestik. Sebagai solusi atas masalah kebutuhan energi, Cina tidak memiliki pilihan selain mengimpor pasokan energi dari negara lain. Sebanyak 77% impor minyak Cina harus melewati Selat Malaka, hal ini menyebabkan keamanan pasokan energi Cina sangat digantungkan kepada Selat Malaka. Mantan presiden Cina Hu Jintao menggunakan istilah "Dilema Malaka" untuk mendeskripsikan ketergantungan tersebut. Cina sadar bahwa ketergantungan terhadap Selat Malaka yang begitu tinggi akan menimbulkan kerentanan dalam keamanan energi Cina, sehingga Hu Jintao menyerukan bahwa mengadopsi strategi baru untuk mengurangi kerentanan tersebut. Penulis menggunakan metode penelitian deskriptif dan metode penelitian historis untuk menganalisis strategi dan kebijakan Cina dalam menangani "Dilema Malaka" untuk melindungi jalur energinya pada masa pemerintahan Presiden Hu Jintao (periode 2003-2013). Dari hasil penelitian, ditemukan bahwa strategi Cina dalam menangani "Dilema Malaka" untuk melindungi jalur energinya pada masa pemerintahan Presiden Hu Jintao adalah melalui diversifikasi jalur energi dan pemanfaatan pengaruh geopolitik. Bentuk manifestasi dari strategi tersebut adalah kebijakan pembangunan jalur pipa minyak dan gas trans Cina-Myanmar serta pembangunan String of Pearls. Dengan berkurangnya tingkat dependensi Cina terhadap Selat Malaka, jalur energi Cina perlahan bisa mulai terbebas dari "Dilema Malaka" dan juga potensi ancaman lainnya. / Continued industrialization and a large population have caused China’s energy needs to continue to increase, making it difficult for China to meet domestic energy supply needs. As a solution to the problem of energy demand, China has no choice but to import energy supplies from other countries. As much as 77% of China’s oil imports must pass through the Strait of Malacca, this causes China's energy supply security to be heavily dependent on the Strait of Malacca. Former Chinese president Hu Jintao used the term "Malacca Dilemma" to describe this dependency. China is aware that its high dependence on the Strait of Malacca will create vulnerabilities in China;s energy security, so Hu Jintao calls for adopting a new strategy to reduce this vulnerability. The author uses descriptive research methods and historical research methods to analyze China's strategy and policy in dealing with the "Malacca Dilemma" to protect its energy path during the reign of President Hu Jintao (2003-2013 Period). From the research results, it was found that strategies in dealing with the "Malacca Dilemma" to protect its energy path during the reign of President Hu Jintao was through diversifying energy pathways and exploiting geopolitical influences. The manifestation of this strategy is the policy of building a trans China-Myanmar oil and gas pipeline and the construction of the String of Pearls. With the reduced level of China's dependence on the Malacca Strait, China's energy path can slowly begin to be free from the "Malacca Dilemma" as well as other potential threats.
