Abstract

Keamanan energi merupakan aspek penting dari kepentingan nasional suatu negara. Presiden Jokowi bertujuan untuk mencapai hal ini dengan memberlakukan himbauan menggunakan energi alternatif wajib dalam ekosistem energi Indonesia secara terus-menerus hingga transisi penuh tercapai. Skripsi ini menggunakan perspektif realis sebagai kerangka dasar penelitian untuk menjawab pertanyaan utama dalam riset ini dalam mengidentifikasi tantangan dan hambatan utama yang dihadapi Indonesia dalam mengupayakan ketahanan energi. Melalui ini Indonesia dapat mencapai sumber energi yang mandiri dan menghilangkan risiko ketergantungan pasokan energy dari luar negeri, yang pada gilirannya menandakan kekuatan nasional Indonesia sebagai penghasil energi. Penelitian ini sangat bergantung pada data pemerintah yang berfungsi sebagai basis industri saat ini dan wawancara ahli untuk mendapatkan data aktual di bidang energi hijau. Namun, untuk mencapai hal ini, Indonesia perlu mengatasi beberapa kendala internal yang akan muncul ketika Indonesia mencoba untuk mengalihkan impor energi ke produksi bahan bakar dalam negeri terutama pada energi hijau. Dalam hal energi hijau, potensi Indonesia sangat besar terutama dalam hal biodiesel. Tantangan utama adalah minimnya intervensi pemerintah di sektor ini dimana pemerintah tidak berbuat banyak untuk mengembangkan industri terutama dalam pemanfaatan limbah kelapa sawit. Sedangkan kendala utama adalah buruknya kerangka kebijakan yang diterapkan saat ini. Indonesia melihat sedikit kebijakan yang diperkenalkan dalam masalah konsumsi atau produksi energi hijau. / Energy security is an important aspect of a country’s national interest. President Jokowi aims to achieve this by imposing mandatory renewable energy mix in the Indonesian energy ecosystem perpetually until a full transition is achieved. The thesis uses the realist perspective as the underlying framework of the study. The objective is to find out the major challenge and hindrance Indonesia faces when seeking energy security. Through this Indonesia could achieve a self-sustaining and self-supporting energy source. This eliminates the risk associated with depending on energy supply from external countries, which in turn signifies Indonesia’s national power as an energy producer. The research relies heavily on government data serving as the current status quo of the industry and an expert interview to get actual data on the field of green energy. However, to achieve this Indonesia needs to address some of the internal hindrances that would appear when Indonesia is attempting to shift energy imports towards domestic fuel production primarily on green energy. In terms of green energy, Indonesia’s potential is enormous especially when it comes to biodiesel. The major challenge would be the little government intervention in the sector, the government has done little to develop the industry especially on waste palm oil utilization. While the major hindrances would be the poor policy framework currently adopt. Indonesia sees little policy being introduced in the matters of green energy consumption or production.
