Abstract
Perdagangan manusia merupakan masalah transnasional yang dialami oleh hampir seluruh negara. Dampak yang ditimbulkan dari perdagangan manusia sangat berbahaya bagi keamanan negara dan kesejahteraan masyarakat, maka untuk memberantas perdagangan manusia bukanlah sebuah hal yang mudah untuk dilakukan. Dikarenakan perdagangan manusia dilakukan oleh oknum yang terorganisir, oleh karena itu kerja sama dalam regionalisme sangat diperlukan untuk memberantas tindak pidana perdagangan manusia. ASEAN sebagai organisasi yang memiliki anggota berisikan negara - negara di Asia Tenggara sepakat untuk bekerja sama membuat konvensi anti perdagangan manusia khususnya wanita dan anak di bawah umur (ACTIP). Kerja sama internasional ini dijelaskan dari perspektif Neo Liberalisme dikarenakan negara – negara anggota ASEAN bekerja sama dalam mencapai sebuah kepentingan. Presiden Joko Widodo telah meratifikasi konvensi ACTIP ke dalam Undang - Undang No.12 Tahun 2017 yang menjadikan acuan Pemerintahan Indonesia untuk menanggulangi perdagangan manusia. Adapun data yang disajikan dalam penelitian ini diperoleh dari berbagai data sekunder dengan melakukan studi kepustakaan dan studi daring, penulis menjelaskan menggunakan teknik analisis data deskriptif. Hasil dari penelitian yang ada, penulis melihat bahwa kebijakan Indonesia menegakan ACTIP ASEAN di era Pemerintahan Joko Widodo belum terlaksana secara maksimal. Penulis melihat kebijakan Indonesia menegakan ACTIP pada Pemerintahan Joko Widodo hanya cukup untuk menyambung substansi ACTIP namun belum cukup untuk menanggulangi perdagangan manusia di Indonesia./Human trafficking is a transnational problem faced by almost all countries. The impact caused by human trafficking is very dangerous for the national security and welfare of the people in one country, also to combat human trafficking is not an easy work to do. Because the activities of human trafficking are handled by organized actors. Therefore, cooperation in regionalism is needed to be able to eradicate the crime of human trafficking. ASEAN is an organization that has members consisting of countries in Southeast Asia has agreed to work together by create an anti - trafficking Convention especially women and children (ACTIP). This international cooperation will be explained form a Neo liberalist perspective, because ASEAN member countries work together to achieve the same interest. President Joko Widodo has ratified the ACTIP convention through the Law No. 12/2017 which has become the reference for the Indonesian Government to combat human trafficking. The data presented in this study were obtained from various secondary data through literature studies. The author explains using descriptive data analysis technique. The result of existing research, the authors see that Indonesia policy to enforce ACTIP ASEAN in the era of Joko Widodo Administration has not been done optimally. The author sees that the Indonesia Policy to enforce ACTIP is only sufficient to connect the substance of ACTIP but not enough to tackle human trafficking in Indonesia.
