Abstract

Islamophobia is an International issue which threatening the Muslim Americans through discrimination action, harassment, assault, and many other actions. In the US, there are two turning points of the risen Islamophobia which are after the terrorist attack 9/11 and victory of Donald Trump’s in 2016. Unfortunately, the US government has not considered Islamophobia as an urgent issue. Then in an effort to eradicate Islamophobia, this research focuses on the role of non-state actor, in this case is Council on American-Islamic Relations (CAIR), the largest Muslim advocacy and non-profit organizations in the US. This research aims to identify CAIR’s program in eradicating Islamophobia and its contribution toward such issue. This research is using Liberalism theory, supported with several concepts such as Human Rights, Non-Governmental Organization (NGO), and Islamophobia. This is a qualitative research conducted with descriptive method. The results show that CAIR significantly contributes in eradicating Islamophobia through several programs such as advocating, raising awareness, educating and empowering both Muslim and non-Muslim Americans. The results show that numerous issues and regulations against Muslim Americans have been resolved since the intervention of CAIR. Every year, CAIR receives more than thousands of reports of civil rights violations and has closed almost a half of it. In raising awareness, CAIR has managed to produce and sell thousands of copies of DVDs about the stories of Prophet Muhammad. Additionally, CAIR has been successful in encouraging Muslim Americans to cast their votes during 2008 and 2012 elections. CAIR has proven its contribution in protecting Muslim Americans and eradicating Islamophobia. / Islamofobia adalah isu internasional yang mengancam Muslim Amerika melalui aksi diskriminasi, pecelehan, penyerangan, dan aksi lainnya. Di Amerika Serikat, terdapat dua puncak kejadian yang memicu naiknya isu Islamofobia, yaitu serangan teroris 9/11 dan kemenangan Donald Trump pada 2016. Sayangnya, pemerintah AS belum menganggap Islamofobia sebagai isu penting. Maka dalam upaya menghapus Islamofobia, penelitian ini fokus terhadap peran aktor non-negara, dalam hal ini Council on American-Islamic Relations (CAIR), organisasi advokasi dan nirlaba Muslim terbesar di AS. Penelitian ini bertujuan untuk mengidentifikasi program CAIR dalam menghapus Islamofobia di US dan kontribusinya terhadap Muslim Amerika dari tahun 2002 hingga 2019. Penelitian ini menggunakan teori Liberalisme dengan konsep Hak Asasi Manusia, Lembaga Swadaya Masyarakat (LSM), dan Islamofobia. Penelitian ini adalah penelitian kualitatif dengan metode deskriptif. Hasil dari penelitian ini, CAIR sangat berkontribusi dalam menghapus Islamofobia melalui beberapa program seperti advokasi, meningkatkan kesadaran, mendidik dan memberdayakan Muslim dan non-Muslim. CAIR terbukti berkontribusi dalam menghapus Islamofobia yang ditunjukkan dengan banyaknya isu dan peraturan yang melanggar hak Muslim Amerika yang terselesaikan semenjak adanya campur tangan CAIR. Setiap tahun, CAIR menerima lebih dari ribuan laporan mengenai pelanggaran hak-hak sipil dan telah menyelsaikan hampir setengah dari jumlah tersebut. Pada program meningkatkan kesadaran, CAIR telah memproduksi dan menjual ribuan salinan DVD mengenai cerita Nabi Muhammad saw. Selanjutnya, CAIR telah berhasil membawa Muslim Amerika berpartisipasi dalam memberikan suara mereka selama pemilu 2008 dan 2012. CAIR dapat membuktikan kontribusinya dalam melindungi Muslim Amerika dan menghapus Islamofobia.
