Abstract

Indonesia merupakan produsen minyak sawit terbesar di dunia. Ekspor minyak sawit Indonesia memberikan peran yang sangat besar dalam menyumbang devisa negara pada sektor non migas, sehingga membuat Indonesia cukup bergantung pada ekspor minyak sawit untuk keberlangsungan ekonomi. Namun industri minyak sawit Indonesia kerap mendapatkan tekanan dari aktivis-aktivis global khususnya Uni Eropa karena praktiknya yang tidak berkelanjutan. Praktik yang tidak berkelanjutan tersebut menyebabkan kerusakan lingkungan dan merugikan ekonomi itu sendiri. Sehingga Industri sawit Indonesia melakukan perbaikan tata kelola dengan mengimplementasi komitmen NDPE. Penelitian ini mendeskripsikan dan mengkaji mengenai beberapa permasalahan, pertama mengenai bagaimana peran pemerintah dalam komitmen NDPE. Kedua, kontribusi industri sawit Indonesia dalam mengimplementasi komitmen NDPE. Ketiga, tantangan industri sawit Indonesia dalam mengimplementasi komitmen NDPE. Tujuan dari penelitian ini adalah untuk melihat peran dari aktor negara dan aktor non negara dalam komitmen NDPE. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dan penalaran induktif, dengan pendekatan kualitatif. Penelitian ini menggunakan teori Neoliberalisme dengan konsep yang digunakan meliputi kerja sama internasional dan teori politik hijau. Teknik pengumpulan data yang yang digunakan adalah primer dan sekunder, yakni melalui wawancara, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa implementasi komitmen NDPE secara utuh oleh industri sawit Indonesia dapat terancam gagal karena pemerintah dan aktor-aktor non negara memiliki cara pandang yang berbeda dalam lingkungan hidup. Belum ada kebijakan yang kuat dari pemerintah untuk menciptakan industri minyak sawit yang berkelanjutan. Tindakan dari pemerintah tersebut menjadi tantangan bagi industri sawit Indonesia dalam mengimplementasi komitmen NDPE. Oleh karena itu, dibutuhkan keterlibatan dan kolaborasi dari berbagai pihak. / Indonesia is the largest palm oil’s producer in the world. Indonesia's palm oil exports play a very big role in contributing to the country's foreign exchange in the non-oil and gas sector, so it makes Indonesia quite dependent on palm oil exports for economic sustainability. However, Indonesian palm oil industry often have pressure from global activists, especially the European Union, because of its unsustainable practices. These unsustainable practices cause environmental damage and harm the economy itself. So, Indonesian palm oil industry improves its governance by implementing NDPE commitments. This research describes and examines several problems, first, the role of the government in NDPE commitments. Second, the contribution of Indonesian palm oil industry in implementing NDPE commitments. Third, the challenges of Indonesian palm oil industry in implementing NDPE commitments. The purpose of this study is to examine the roles of state and non-state actors in NDPE commitments. The method used in this research is descriptive method with qualitative approach. This study use Neoliberalism theory, with the concepts are international cooperation and green political theory (GPT). The data collection techniques used were primary and secondary, namely through interviews, and literature study. The results gathered from this research indicates that the implementation of NDPE commitments by Indonesian palm oil industry is threatened to be failed because the government and non-state actors have different perspectives. There is no strong policy from the government to create a sustainable palm oil industry. The action from the government is a challenge for Indonesian palm oil industry in implementing NDPE commitments. Therefore, it requires involvement and collaboration from various parties.
