Abstract

Perang sipil di Yaman sudah berlangsung selama delapan tahun dan telah menyebabkan Krisis Kemanusian yang berdampak akut. Melihat bagaimana perang masih berlangsung dan krisis semakin parah, Yaman membutuhkan aktor non-negara untuk membantu menyelesaikan Krisis Kemanusiaan tersebut. Maka dari itu kehadiran Organisasi Internasional diperlukan untuk membantu masyarakat yang terdampak perang sipil ini. Penelitian ini berfokus pada peran Organisasi Internasional dalam menyelesaikan Krisis Kemanusiaan di Yaman. Penelitian dilaksanakan dengan terlebih dahulu mengidentifikasi Organisasi Internasional yang terlibat secara signifikan melalui program-program yang dilaksanakan. Setelah identifikasi kemudian akan dianalisis peran serta dampak program-program yang ada dalam menyelesaikan krisis di Yaman. Penelitian menggunakan teori Liberalisme dan beberapa konsep, antara lain Organisasi Internasional, Krisis Kemanusiaan, dan Perang Sipil. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metodologi deskriptif. Dalam mengumpulkan data, penulis melaksanakan studi pustaka dan penelusuran daring untuk mendapatkan informasi terkait topik dari sumber kredibel seperti buku, jurnal, juga laporan yang dipublikasikan situs resmi pemerintahan dan Organisasi Internasional yang terlibat. Hasil penelitian berhasil mengidentifikasi empat Intergovernmental Organizations (IGOs) dan tiga Non-Governmental Organizations (INGOs) yang berperan menyelesaikan Krisis Kemanusiaan di Yaman melalui serangkaian program dan bantuan. Para Organisasi Internasional ini terbukti menjalankan perannya dengan baik; yang terlihat dari hasil yang dicapai dalam menyelesaikan Krisis Kemanusiaan di Yaman. / The civil war in Yemen has been going on for eight years and has caused the Humanitarian Crisis to have an acute impact. Seeing how the war is still going on and the crisis is getting worse, Yemen needs non-state actors to help solve the Humanitarian Crisis. Therefore, the presence of the International Organization is needed to help people affected by this civil war. This research focuses on the role of the International Organization in solving the Humanitarian Crisis in Yemen. The research is carried out by first identifying International Organization that were significantly involved through the programs implemented. After identifying the International Organization, this research then analyzes the roles and impacts of existing programs in resolving the crisis in Yemen. This research uses Liberalism theory and several concepts, including International Organization, Humanitarian Crisis, and Civil War. This research is a qualitative research using descriptive methodology. In collecting data, the author utilizes literature studies and online searches to obtain information related to the topic from credible sources such as books, journals, as well as reports published on official websites of governments and International Organization involved. The results of this study identify four Intergovernmental Organizations (IGOs) and three Non-Governmental Organizations (NGOs) that have been playing significant roles in solving Humanitarian Crisis in Yemen. The impacts of those International Organizations’roles in Yemen are indeed proven to solving the crisis.
