Abstract

Pembatasan Sosial Berskala Besar (PSBB) yang dianggap mampu memutus rantai penyebaran dan mempercepat penanggulangan COVID-19 diterapkan dibeberapa wilayah di Indonesia. Jawa Barat adalah wilayah yang berhasil menurunkan angka indeks penyebaran menjadi 0,68 selama enam minggu dari yang sebelumnya adalah 3. Angka indeks penyebaran dihitung berdasarkan R0 dan Rt atau dapat disebut sebagai angka reproduksi (basic reproduction number), yang mana dapat diartikan berapa banyak orang yang dapat tertular virus dari satu pasien yang telah terjangkit virus sebelumnya. Nilai 0,68 sendiri berarti tidak setiap warga yang terjangkit COVID-19 menularkan virus ke warga lain. Sementara di wilayah lain, angka indeks penyebarannya mengalami kenaikan. Tujuan penelitian ini untuk mengetahui Strategi Komunikasi yang dilakukan Pemerintah Provinsi Jawa Barat dalam mensosialisasikan PSBB yang dinilai berhasil menggunakan konsep strategi komunikasi oleh Hafied Cangara. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Sumber data primer dari penelitian ini adalah observasi dan wawancara dengan anggota dari Satuan Tugas Nasional COVID-19, anggota dari Pemerintah Provinsi Jawa Barat dan tiga orang warga Jawa Barat. Hasil dari penelitian ini adalah strategi komunikasi Pemerintah Provinsi Jawa Barat dalam mensosialisasikan PSBB yaitu menggunakan Pikobar sebagai sarana sosialisasi, rutin melakukan pelaporan kepada masyarakat melalui konferensi pers dan konsisten menjalankan 3P (Pencegahan, Pengecekan, Perawatan) dengan penyuluhan langsung./Pembatasan Sosial Berskala Besar or Large-Scale Social Restrictions (PSBB) which are considered capable of breaking the chain of spread and accelerating the response to COVID-19 are implemented in several regions in Indonesia. West Java is a region that has succeeded in reducing the spread index number to 0.68 for six weeks from the previous 3. The distribution index number is calculated based on R0 and Rt or can be referred to as the reproduction number (basic reproduction number), which means how many people can catch the virus from a patient who has infected the virus before. The value of 0.68 itself means that not every patient who is infected with COVID-19 transmits the virus to other people. Meanwhile, in other regions, the distribution index figure has increased. The purpose of this study was to determine the Communication Strategy undertaken by the West Java Provincial Government in socializing PSBB which was considered successful using the concept of communication strategy by Hafied Cangara. The method used in this research is qualitative with a descriptive approach. The primary data sources of this study were observations and interviews with members of Satuan Tugas COVID-19, members of the West Java Provincial Government, and three West Java residents. The results of this study are the communication strategy of the West Java Provincial Government in socializing PSBB, namely using Pikobar as a means of socialization, routinely reporting to the public through press conferences, and consistently implementing 3P (Prevention, Checking, Care) with direct counseling.
